Product Manager, Mobility City Development
Team: Woven City Management
Location: Tokyo
Commitment: Employee
Workplace Type: hybrid
TEAM
Toyota is redefining mobility. We continue to challenge conventional ideas of mobility by enabling the movement of people, goods, information, and energy. Woven City serves as a test course where a wide range of mobility solutions can be created and tested, with the vision of building a human-centered city, a city of experimentation, and an ever-evolving city — all in pursuit of “Mobility for All” and the mass production of happiness.
We aim to contribute to people’s well-being by expanding the possibilities of mobility. In an era where shortages of drivers, energy, and other critical resources are expected to become increasingly significant, we believe mobility can play an even greater role by becoming more advanced, versatile, and efficient.
The Mobility City Development team develops a mobility ecosystem in which not only advanced products demonstrated in Woven City — such as autonomous driving, eVTOL, and micromobility — but also Toyota’s broader range of mobility solutions are connected and complement one another to create value for society. We also develop the platforms that enable this ecosystem. Our mission is to deploy these platforms in real-world environments and grow them into sustainable and scalable businesses.
Working not only with mobility operators but also with municipalities and Toyota Group partners, we combine software, mobility, and urban development to create new services that improve both how people move and the value of cities.
We are currently developing a product that integrates a MaaS system supporting the delivery and operation of mobility services with an end-user application. Looking ahead, we plan to expand the product’s capabilities through integration with other services, systems, and urban infrastructure. This role is not simply about building a digital product — it is about using that product to transform real-world mobility experiences in cities.
We place strong emphasis on Genchi Genbutsu — going to the source and learning directly from the real environment. We work closely with users and operators in the communities where our services are deployed, and translate those insights into products that create measurable value in collaboration with our Business, Design, and Engineering teams.

WHO ARE WE LOOKING FOR?
We are looking for a Senior Product Manager who can independently lead a MaaS product that is currently in the development and validation stage, from product strategy through execution.
You will take a holistic view of the product and design intuitive experiences for both people using mobility services and those providing and operating them. You will structure ambiguous business and user problems, define the problems the product should solve, and translate them into a roadmap, priorities, requirements, and ultimately a tangible product.
As a Product Manager, you will be accountable for user value and product decisions, working closely with the leads across Business, Engineering, and Design to bring the service to life. We also expect you to actively leverage emerging technologies, including generative AI, to improve the speed and quality of product management activities such as research, hypothesis development, requirements definition, and prototyping.
We are looking for someone who is willing to spend time in the field, directly observe how the service is used and operated, and proactively drive the product forward in collaboration with designers, engineers, business teams, municipalities, and mobility operators.
RESPONSIBILITIES
- Define and manage the strategy, vision, roadmap, and success metrics for the MaaS product, connecting user value and business objectives with a clear path from initial validation to scaled deployment
- Lead continuous product discovery in the field, including direct observation and interviews with drivers, local residents, operators, and municipal stakeholders
- Prioritize product features based on user impact, business value, technical feasibility, risk, and the speed of learning generated through hypothesis validation, and translate priorities into outcome-oriented backlogs, product requirements, user stories, and acceptance criteria
- Work closely with Product Designers to define user flows, interactions, prototypes, and final UI, and validate them through usability testing and feedback from real-world operations
- Leverage generative AI and other tools to improve the efficiency and effectiveness of product management processes, including research and analysis, hypothesis development, requirements definition, and prototyping
- Take ownership of user value and product decisions, working closely with Business, Engineering, and Design leads while coordinating with stakeholders across operations, legal, municipalities, and mobility service providers. Lead the product end-to-end, from discovery and requirements definition through release, field operations, and continuous improvement
MINIMUM QUALIFICATIONS
- 8+ years of professional experience in digital product planning and development, including 5+ years as a Product Manager or in an equivalent product leadership role
- Proven experience leading mobile or web products from strategy and product definition through launch and continuous improvement, including at least one 0-to-1 product or experience working in an early-stage hypothesis validation environment
- Experience working across multiple user groups, functional areas, and/or external service integrations to define end-to-end user journeys and shared product capabilities
- Practical understanding of software architecture and system design, the ability to assess the technical feasibility and trade-offs of complex products, and hands-on experience leading development in close collaboration with engineering teams
- Business-level proficiency in both Japanese and English, as well as professional experience working in a Japanese corporate environment
NICE TO HAVES
- Experience building products that connect digital experiences with physical operations, such as mobility, MaaS, transportation, marketplaces, or logistics
- Experience working with municipalities, public-sector organizations, regulated industries, or urban development stakeholders
- Experience taking a product from initial validation to a repeatable deployment model, commercialization, or platform-scale expansion
- Demonstrated practice of Genchi Genbutsu and a strong willingness to learn directly from users and operational environments, challenge assumptions, and take ownership in ambiguous and evolving environments
