The Research Program Manager III will provide operational leadership, management, and quality assurance across the life-cycle of sponsored programs including pre-submission compliance review, negotiation of awards with sponsors, negotiation of subawards with collaborating sites, annual renewals and modifications, and coordination on study close-out. This position will serve as a key strategic liaison among the Department of Pediatrics, Norton Children’s Research Institute, and the Office of Sponsored Programs Administration to optimize process efficiency and timelines, as well as overall strategy for maximizing the success of sponsored programs in the Pediatric Academic Medical Center. The Research Program Manager III will also review and process proposal submissions to external sponsors to ensure financial and programmatic components are in compliance with institutional, state, and sponsor guidelines and regulations. The Research Program Manager III will collaborate with Office of Sponsored Programs Administration colleagues to ensure sound and efficient administrative and financial management of the Pediatric Academic Medical Center’s sponsored programs portfolio. This position supports basic and applied/translational research including animal and human subjects research.
Essential Duties and Responsibilities
Act as the primary liaison among the Department of Pediatrics, Norton Children’s Research Institute, and the Office of Sponsored Programs Administration (OSPA). Perform pre-submission budget, compliance, and completeness review. Coordinate with Norton Children’s Hospital Foundation (NCHF) on submissions that require involvement. Negotiation with sponsors on grants contracts, and with sites on subaward terms. Complete annual renewals and budget modifications, both with primary awards and with subawardees. Answer or oversee responses to internal and external inquiries and communications. Work with Department of Pediatrics, Norton Children’s Research Institute, Norton Children’s Hospital Foundation, and Office of Sponsored Programs Administration to establish best practices, improve timelines, and coordinate efficient and timely processes, and coordinate with other SPA cores and university offices as necessary.
Communicate with internal staff and departments and provide guidance on the development of proposal components, including but not limited to budgets, scopes of work, research strategy, allowability of costs, and biosketches.
Review and facilitate proposals submitted by principal investigators to ensure compliance with institutional, state, and sponsor guidelines and regulations. Examples of compliance matters that must be reviewed include Conflict of Interest, human subjects and institutional review board (IRB) approval, animal subjects/IACUC approval, institutional biosafety approval, etc. The Research Program Manager III must be knowledgeable of institutional processes and federal requirements for compliance.
Provide institutional oversight to the use of electronic proposal submission systems utilized by external sponsors. Review administrative, financial, and programmatic information entered into sponsor electronic systems for accuracy (based on sponsor and system requirements) and provide guidance to principal investigators and departmental support staff on any issues identified that could impact proposal submission and success.
Enter proposal information into university systems (i.e., Cayuse, iRIS, etc.) and sponsor portals (i.e., eRA Commons, Research.gov, etc.), and make adjustments as needed. Input administrative, financial, and programmatic information in the systems, ensuring accuracy and compliance with requirements of the sponsor and university. Work directly with principal investigators and OSPA to address issues identified that could impact proposal submission and award administration.
Finalize proposal review and facilitate proposal submission to external sponsors via timely communication and confirmation of proposal approval to the University's Authorized Organizational Representative (AOR) within the Office of Sponsored Programs Administration (OSPA). Proposals must be reviewed by the Research Program Manager III in an efficient and timely manner in order to meet sponsor deadlines.
Communicate with principal investigators, departmental support staff, and SPA personnel with a high regard for efficient and effective proposal submission and a dedicated focus on providing excellent customer support.
Perform other duties as assigned.
Preferred Qualifications
Grant and Research proposal, management experience.
Experience with electronic systems and databases (e.g., PeopleSoft Financials, iRIS, Cayuse). High proficiency in customer relations, or interpersonal communication.
Previous operational management and/or project management experience.
Direct experience with a diverse array of sponsored programs proposals, awards, and negotiations.

Target Compensation Maximum:
$110,400.00Target Compensation Minimum:
$73,600.00Compensation will be commensurate to candidate experience.
