Overview
We are seeking an experienced .NET Programmer Analyst 4 to support the modernization of a mission-critical enterprise tolling transaction platform. This position plays a key role in the ongoing transformation of the application through microservices and modular architecture while leveraging cloud technologies. The successful candidate will work within an Agile/Scrum environment alongside solution architects, cloud engineers, SQL developers, API developers, and QA teams to deliver scalable, high-quality backend services that support statewide transportation operations.

Job Description
The .NET Programmer Analyst 4 will support the modernization of VDOT's enterprise tolling transaction platform through a partial application rewrite using microservices and modular architecture. Working as part of a collaborative Agile/Scrum development team, this role is responsible for designing, developing, and maintaining backend services and RESTful APIs using .NET Core and C#. The position partners closely with solution architects, cloud engineers, SQL developers, API developers, testers, and the Development Manager to build scalable, high-performing applications while contributing to cloud integration, CI/CD automation, and continuous platform improvements.
Responsibilities
Application Development
- Design, develop, and maintain backend services and RESTful APIs using .NET Core and C#.
- Develop new application features and enhance existing application functionality.
- Contribute to the modernization of the enterprise tolling platform using microservices and modular architecture.
- Apply object-oriented programming principles, design patterns, and software engineering best practices to deliver maintainable solutions.
Database & Integration
- Collaborate with SQL developers to implement efficient and scalable data access patterns.
- Integrate backend applications with SQL Server hosted in Azure VM environments.
- Support backend integration with ETL solutions, including SSIS and Databricks, where applicable.
Cloud & DevOps
- Integrate applications with Azure cloud services and platform components.
- Support CI/CD processes using Azure DevOps or GitHub pipelines.
- Participate in application performance optimization across multiple application layers.
Agile Collaboration
- Participate in Agile/Scrum ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
- Collaborate with architects, cloud engineers, developers, and QA teams to deliver sprint commitments.
- Troubleshoot application issues and contribute to continuous improvement initiatives.
Requirements
Minimum Qualifications
- 7+ years of experience developing applications using .NET Core and C#.
- 7+ years of experience building REST APIs and microservices.
- 7+ years of experience consuming and integrating with SQL Server on Azure VM environments.
- 7+ years of experience applying object-oriented programming, design patterns, and software development best practices.
- 7+ years of experience using Azure DevOps or GitHub for CI/CD pipelines.
- 7+ years of experience working within Agile/Scrum development teams.
- Strong debugging and troubleshooting skills.
- Must physically reside within the United States for the duration of the assignment.
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
- Must be available for both phone and in-person interviews.
Preferred Qualifications
- 5+ years of experience with Terraform or other Infrastructure as Code (IaC) tools.
- 5+ years of familiarity with domain-driven design and microservices.
- 5+ years of experience working with distributed systems or high-availability environments.
- 5+ years of understanding of tolling or transportation systems.
- 3+ years of experience integrating backend systems with ETL platforms such as SSIS or Databricks.

This is a 1099 Contract role.
Pay Rate: $68 – $88 per hour
