Program Manager - EPP Divisional Lead

Location: Tallahassee, FL, United States; Hybrid

Terracon is seeking an experienced EPP Program Manager to join our Team in our Florida Division!

This is an excellent opportunity for a highly motivated individual to lead our Environmental Permitting and Planning (EPP) efforts in Terracon’s Florida Division and assist staff and clients across the country. 

We are looking for someone with broad EPP experience that can mentor staff and build our EPP practices throughout the Florida Division and work with our EPP team across the country. We want you to join Terracon!! 

In 2025, Terracon engaged in further organizing its national Environmental Planning and Permitting (EPP) practice for consistency across each of the company’s nine divisions. A model was developed that identifies a technical “lead” for each of the five primary practices that comprise EPP. At the Division level, an overall EPP Practice Lead oversees the growth, technical adequacy, chargeability/utilization, and safety for the EPP program as a whole. Divisional Practice Leads are expected to be Division-level employees and to work across Office and Regional geographies. 

Five primary practice areas that comprise EPP include:

  • Archeology

  • Architectural History

  • Biological Resources / Protected Species

  • NEPA

  • Waters of the US

 

Additional Comments

Recognizing that NEPA encompasses a wide range of project types and services, it may be advantageous to identify one or more “NEPA leads” according to Federal agency or sector, for example one each for FCC and HUD program opportunities. The number of leads is expected to evolve with the growth of NEPA services. Each Division should furthermore consider other adjustments that may best promote the growth and prosperity of its EPP practice within that Division’s market. Apart from safety, the primary responsibility for each Practice Lead is to promote growth at the Division level, including the career development of those professionals. 

Responsibilities and Expectations

Practice Leads should: 

  • be senior-level practitioners who are or are eligible to become APRs 

  • be business leaders who understand and excel at safe, profitable revenue growth

  • effectively mentor to early- to mid-career practitioners

  • work collaboratively across offices and regions to support proposal development and project delivery

  • work with local teams to facilitate the sharing and coordination of resources
  • maintain regular communication with their Division’s technical team 
  • represent Divisional developments and opportunities to the requisite Technical PRGs
  • be part of the Divisional go/no-go calls for larger projects and serve as SMEs 

 

PRG Structure for Context

Due to breadth of services and business needs, EPP is divided into multiple PRGs with unifying leadership calls. These PRGs have been in place for approximately 7-8 years in similar forms (originally geographic was at the OG level and through organic and acquisition growth, dissolved to a more focused Divisional level). Three main categories currently exist:

Geographic PRGs – one per division, preferentially led by a division level employee and comprising the five Discipline Leads from the model above

Technical PRGs – dedicated to technical disciplines: Protected Species, Waters of the US, NEPA (and sub-categories, as appropriate such as FCC and HUD), and Cultural Resources Management (including several topical sub-committees). Each of these Technical PRGs is populated with one or more volunteer leaders and comprises the requisite Discipline Leads from the Geographic PRGs. These PRGs are responsible for national standardization of templates, Pivvot use, DDRS, Data Collection and other technical topics as well as providing internal and external updates on regulatory changes.

Sector PRGs – dedicated to growth strategies in partnership with the Sectors including: PG&T and T&I (others created with critical mass and sector involvement). These can include but are not limited to leaders from the Geographic PRGs.
