Job Description

Job Title : CSA TCCC Lead – Systems Turnover Lead
Location: Lebanon, IN | Onsite
Project Description : 
The Civil, Structural & Architectural (CSA) Transfer of Care, Custody & Control (TCCC) Lead / Systems Turnover Lead will lead and oversee the system turnover process from construction through Commissioning & Qualification (C&Q) to Operations for PVP and Non-PVP systems. The role ensures safe, accurate, timely, and compliant turnover in accordance with project, regulatory, GMP/GDP requirements, including complete Construction Turn Over Packages (CTOP) and component-level data.
The role leads Systems Turnover Coordinators and Construction System Owners (CSO) and collaborates with Construction, C&Q, Engineering, Contractors, and Operations. Reports to the Project Construction Lead.
Key Responsibilities

• Lead planning, coordination, and execution of system turnover activities across the project.
• Supervise and support Systems Turnover Coordinators and CSOs.
• Establish and review turnover packages early in the project lifecycle.
• Conduct systematic system/area walkdowns to identify requirements for Mechanical Completion (MC) and Substantial Completion (SC).
• Establish system ownership and responsibilities using MC forms.
• Define turnover priorities and sequencing aligned with construction completion and C&Q schedules.
• Oversee preparation, tracking, and quality control of turnover packages and documentation.
• Ensure installation records, inspection/test records, vendor documentation, and quality dossiers meet project and regulatory requirements.
• Coordinate walkdowns, inspections, punch-list management, and turnover readiness.
• Verify turnover progress, documentation completeness, and punch-list closure.
• Coordinate communication among Construction, C&Q, Engineering, Contractors, and Operations.
• Lead turnover meetings and provide status reports to project stakeholders.
• Identify turnover risks/delays and drive timely resolution.
• Develop and implement turnover plans, procedures, workflows, and documentation standards.
• Ensure compliance with regulatory, GMP/GDP, and project quality requirements.
• Promote a collaborative “One Team” approach focused on safe, compliant, and efficient system delivery.

Required Qualifications & Skills : 

• 10+ years of relevant experience.
• Degree in Engineering, Construction Management, or related technical discipline.
• Significant experience in system turnover, commissioning, qualification, construction, or project delivery.
• Experience within pharmaceutical, biotech, life sciences, or other regulated industries.
• Strong knowledge of GMP/GDP requirements, quality documentation, and system turnover processes.
• Experience leading multidisciplinary teams and cross-functional project activities.
• Proven ability to manage complex documentation processes and system readiness activities on large capital projects.
• Strong leadership, communication, coordination, and stakeholder management skills.
• Proficiency with turnover tracking systems, document management platforms, and project reporting tools.
• Experience with CTOPs, component-level data, MC/SC, punch-list management, walkdowns, inspections, and turnover documentation.

Qualifications

• 10+ years of relevant experience.
• Degree in Engineering, Construction Management, or related technical discipline.
