C1 Senior Delivery Manager on Temporary Promotion/Temporary Level Transfer in Social Security Scotland

The Delivery Manager role sits within the Payment and Accounting Services (PAS) programme and is responsible for supporting the PAS Programme Lead and Senior Responsible Owner (SRO) in the successful delivery of the agency’s replacement payment and accounting services. This is a high-profile, business-critical programme involving the build, transition and implementation of core payment and accounting capability, ensuring services are delivered safely, effectively and to agreed critical deadlines.

The post holder will provide strong delivery leadership and control across a complex enterprise change environment, coordinating activity across multiple directorates, delivery teams, suppliers and operational stakeholders. They will support the planning, governance and execution of critical build and transition activity, ensuring dependencies, risks, issues and milestones are actively managed and escalated appropriately.

The role requires close working with technical, operational, commercial, finance, audit, assurance and governance functions to ensure the programme meets organisational, regulatory and service requirements. The Delivery Manager will play a key role in maintaining delivery confidence across formal governance structures, including cross-directorate decision-making, gateway assurance and audit activity.

The successful candidate will have demonstrable experience of leading complex delivery within large-scale, multi-disciplinary environments, with a strong understanding of enterprise change control, delivery governance, risk and dependency management, stakeholder engagement and service transition. They will be confident operating in a high-pressure, high-profile environment where strong leadership, structured delivery control and clear communication are essential to achieving successful outcomes.
