The Advanced Technology & Systems (ATS) directorate is part of the Raytheon Advanced Technology strategic business unit and is responsible for developing systems that push the boundaries of the state of the art.  Focused on both improving performance and lowering cost, AT&S has a broad range of development efforts funded by various DoD customers including the services and research labs.  In addition, AT&S is involved in IRAD projects that explore new capabilities and applications of our technologies.  We are currently seeking an Associate Director to serve as a Growth Program Manager in the AT&S portfolio with emphasis on advanced RF capabilities across multiple domains.

This role is onsite located in El Segundo, California. The role requires up to 40% travel.

What You Will Do

• Work closely with the Senior Leadership and integrated functional teams to develop new business capture strategies along with leading the capture and management of the resulting projects.
• Lead early and continued engagements with our broad customer set with a focus on requirements development, mission analysis, shaping, and pre-design.
• Display strong communication and presentation skills with both leadership and external customers.
• Responsible for program management of a variety of portfolio CRAD and IRAD efforts supporting DoD and IC for long term business growth
• Responsible for management and reporting of portfolio cost, schedule and technical performance.
• Must be able to obtain additional program access.
• Travel for customer engagements.

Qualifications You Must Have

• Typically requires a Bachelor’s degree and minimum 12 years of prior relevant experience, or an Advanced degree in a relevant field and minimum 10 years experience.
• Experience writing and/or leading responses to solicitations (RFIs, RFPs, etc.), including white papers and proposals
• Experience managing cost, schedule, and technical performance for programs
• Experience leading cross-functional teams including, but not limited to: Principal Investigator, Engineering, Contracts, Finance, Procurement/Supply Chain, and/or Manufacturing/Operations.
• Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
• The ability to obtain and maintain a Top Secret U.S. government issued security clearance is required.

Qualifications We Prefer

• Managed multi-year internal investment portfolio to support long term business capture/growth
• Strong understanding of and/or intimacy with DoD and IC community S&T needs in the relevant mission area.
• Demonstrated success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers.
• Experience managing multi-year investment that is Space - centric.
• Experience performing for DoD and IC S&T customer set with understanding of the various stakeholders and performers within that customer set.
• Experience leading space mission engineering and requirements analysis activities.
• Excellent interpersonal communication and writing skills.
• Well-organized with the ability to prioritize and manage a high-mix workload (multiple projects at once).
• Familiarity with government acquisition process.
• Program Management Level 4 Certification or equivalent (or ability to obtain within 6 months of being hired)
• Active Top Secret U.S. government security clearance

• Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 158,000 USD - 316,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
