The Staff IT Program Manager will lead the planning and execution of Qualcomm’s enterprise ERP transformation, a multi-year initiative to modernize core business processes and transition to a scalable, cloud-based, AI-enabled ERP platform. The role will coordinate business and IT workstreams spanning finance, accounting, supply chain, manufacturing, procurement, data, integrations, security, testing, cutover, and organizational change. The Program Manager will establish integrated governance, plans, budgets, dependencies, decision forums, and outcome measures; direct delivery across internal teams, software vendors, and systems integrators; and provide transparent reporting to executive sponsors and steering committees. This role reports to the Office of Planning & Delivery (OPD), part of the Office of the CIO (OCIO).
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Leads the full lifecycle of a large, global, cross-functional ERP transformation from strategy and business case through design, build, testing, deployment, stabilization, and value realization.
- Builds and maintains an integrated, outcome-based transformation roadmap and plan of record covering business process, application, data, integration, infrastructure, security, controls, organizational change, deployment, and operational readiness.
- Establishes the program governance model, decision rights, workstream structure, delivery methodology, and executive reporting cadence; facilitates steering committee, program leadership, design authority, dependency, risk, and decision forums.
- Partners with executive sponsors, business process owners, and IT leaders across finance, accounting, supply chain, manufacturing, procurement, commercial operations, data, architecture, security, and infrastructure to define the transformation vision, scope, deployment strategy, business case, measurable outcomes, and accountabilities.
- Coordinates objective, business-led Oracle Cloud ERP and SAP S/4HANA platform assessments, proofs of concept, fit-to-standard activities, architecture reviews, solution design, implementation planning, and vendor recommendations.
- Drives timely enterprise design decisions and global process harmonization, including chart of accounts, master data, integrations, reporting, controls, historical data, deployment sequencing, legal-entity and regional requirements, compliance, and business continuity.
- Manages interdependencies across ERP workstreams and adjacent platforms and owns consolidated scope, schedule, budget, resources, quality, risks, issues, assumptions, dependencies, milestones, critical-path activities, changes, decisions, and actions.
- Directs integrated data, integration, and testing readiness, including ownership, quality thresholds, cleansing, mapping, reconciliation, mock conversions, controls, cutover validation, and functional, integration, regression, performance, security, user acceptance, and operational testing.
- Integrates stakeholder engagement, communications, training, organizational readiness, adoption, and sustained process change into the transformation plan.
- Leads deployment, cutover, business-continuity preparation, command-center readiness, go-live governance, hypercare, stabilization, and transition to the future ERP product, platform, and support operating model, including clear service ownership, governance, support processes, and continuous-improvement mechanisms.
- Directs systems integrators, software providers, consultants, and other partners; coordinates workforce planning and reviews statements of work, staffing models, estimates, deliverables, acceptance criteria, commercial commitments, invoices, performance, and change requests.
- Establishes the benefits-realization framework by defining financial and non-financial baselines, target outcomes, measures, timing, and accountable business owners; monitors value throughout delivery and ensures post-deployment tracking, corrective action, and sustained realization.
- Anticipates cross-workstream risks and resource constraints, escalates decision needs early, drives mitigation and recovery plans, and provides concise, fact-based executive communications on program health, options, tradeoffs, financial outlook, and business outcomes.
- Applies lessons learned and leading practices from prior ERP transformations and operates with substantial independence, executive presence, sound judgment, and the ability to influence outcomes without direct authority.

MINIMUM QUALIFICATIONS:
- Bachelor's degree in Information Technology, Information Systems, Computer Science, Engineering, Business, Finance, Accounting, Supply Chain, or a related field.
- 8+ years of program or project management experience, including leadership of large, complex, global technology or business transformation programs.
- Demonstrated experience managing at least one significant ERP implementation, migration, upgrade, or transformation through multiple lifecycle phases.
- Hands-on program leadership experience with Oracle ERP and/or SAP, including coordination of business process, application, data, integration, testing, deployment, and change workstreams.
- Experience managing multi-million-dollar budgets, business cases, systems integrators, software vendors, contracts, statements of work, and geographically distributed teams.
- Strong understanding of enterprise business processes such as record to report, procure to pay, order to cash, plan to produce, inventory, costing, and financial close.
- Ability to communicate with and influence executives, business process owners, architects, technical teams, finance partners, and external providers in a matrixed environment.
- Proven ability to create structure in ambiguity, manage complex dependencies, drive difficult decisions, and deliver measurable outcomes.
PREFERRED QUALIFICATIONS:
- 10+ years of program management experience, including leadership of a multi-year, global ERP transformation.
- Hands-on program leadership experience across both Oracle and SAP ERP ecosystems, such as Oracle Cloud ERP or Oracle E-Business Suite and SAP S/4HANA or SAP ECC.
- Experience leading ERP platform evaluation, selection, fit-to-standard, global template, phased deployment, or coexistence strategies.
- Experience in the semiconductor, high-technology, electronics, manufacturing, or similarly complex global industry.
- Working knowledge of semiconductor or high-tech finance and supply-chain processes, including product costing, inventory valuation, manufacturing, planning, sourcing, logistics, and revenue operations.
- Experience with master data governance, data migration, enterprise integrations, controls, testing automation, cutover, and post-go-live stabilization.
- Experience establishing transformation governance and presenting recommendations, tradeoffs, and program health to senior executives and steering committees.
- Demonstrated organizational change management and business adoption experience for large-scale process and technology change.
- PMP, PgMP, SAP, Oracle, Prosci, SAFe, Scrum, or related certification.
- Master's degree in Business Administration, Information Systems, Engineering, Finance, Accounting, Supply Chain, or a related field.

Pay range and Other Compensation & Benefits:
$159,000.00 - $238,400.00The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm. We also offer a competitive annual discretionary bonus program and opportunity for annual RSU grants (employees on sales-incentive plans are not eligible for our annual bonus).
