This role is responsible to drive the data governance and data quality management culture in the company, establish and executed the minimum requirements on data quality management including remediation for all the data domains. This role requires a strong analytical mindset to support data-driven decision-making processes within the insurance sector.

Key Responsibilities:

A. Data Quality Management

Data Quality Framework & Controls

  • Lead the implementation and continuous enhancement of the Data Quality Framework in line with regulatory requirement and Group Policy and Standard.

  • Define, review and optimize Data Quality Rules, thresholds and monitoring mechanisms.

  • Establish risk-based monitoring for Critical Data Elements (CDEs).

  • Drive proactive identification of data quality risks and governance gaps.

  • Perform root cause analysis and ensure sustainable remediation of recurring issues.

  • Define and implement preventive, detective and corrective controls to improve data quality.

  • Act as the Subject Matter Expert (SME) on Data Quality Management.

Data Quality Monitoring & Reporting

  • Monitor enterprise-wide data quality performance against agreed standards and thresholds.

  • Produce timely, accurate and insightful Data Quality scorecards, dashboards and management reports.

  • Analyse emerging trends, themes and root causes, and recommend corrective actions.

  • Ensure effective tracking and closure of data quality issues within agreed timelines.

  • Drive continuous improvement initiatives to improve overall Data Quality Scores.

Data Quality Remediation

  • Facilitate issue prioritisation and remediation discussions with Data Owners and Data Stewards.

  • Challenge stakeholders where remediation timelines are not met.

  • Escalate material data quality risks and unresolved issues through governance forums.

  • Drive accountability for issue resolution and control effectiveness.

B. Data Governance Support (20%)

Support Data Governance Manager

  • Act as deputy and strategic support to the Data Governance Manager in executing the Data Governance roadmap.

  • Support implementation of Group Data Governance Policies, Standards and Operating Models.

  • Assist in preparation of Data Governance Council (DGC) materials, dashboards and management reports.

  • Track and monitor governance actions, decisions and commitments arising from governance forums.

  • Support governance maturity assessment and continuous improvement initiatives.

Data Ownership & Stewardship

  • Engage and challenge Data Owners and Data Stewards to fulfil accountability obligations.

  • Facilitate business workshops relating to Critical Data Elements (CDEs), Business Glossary, Data Ownership, Data Stewardship, Data Quality Rules and Data Lineage.

  • Support stewardship communities and governance capability building.

Data Lineage, Metadata & Governance Documentation

  • Support data lineage documentation, reviews and sign-off activities.

  • Maintain governance artefacts including Business Glossary, Data Dictionary, Data Ownership Register, Data Stewardship Register, Data Quality Catalogue and Governance Dashboards

  • Ensure governance documentation is current, complete and audit-ready.

Audit, Regulatory & Risk Support

  • Support regulatory reviews, audits, risk assessments and compliance exercises involving data management, governance and quality.

  • Prepare evidence and documentation to demonstrate effectiveness of governance and data quality controls.

  • Monitor closure of audit findings and governance-related remediation plans.

Job Requirements

Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Data Management, Business Analytics, Actuarial Science, or a related field.

  • Postgraduate qualification (MBA or Master’s) is an advantage.

  • Professional certifications such as Certified Data Management Professional (CDMP), Data Governance and Stewardship Professional (DGSP), Informatica Data Quality Certification, COBIT, ITIL or equivalent are highly desirable.

Experience

  • Minimum 5 to 8 years of relevant experience in data governance, data management, data quality, or information governance.

  • At least 2 to 3 years in a managerial or senior leadership role.

  • Prior experience in life insurance, takaful, banking, or financial services is strongly preferred.

  • Proven experience working in regulated environments subject to regulatory and audit requirements.

  • Understanding of Databricks and Informatica will be an added advantage.

Technical and Governance Expertise

  • Hands-on experience in designing and implementing Data Quality Frameworks, establishing Data Quality Operating Models, defining Data Quality Policies and Standards, building sustainable Data Quality Monitoring processes.

  • Solid understanding of key dimensions (minimally completeness, accuracy, validity, consistency, uniqueness and timeliness) in enterprise data quality frameworks.

  • Experience in defining business data quality rules, defining technical data quality rules, prioritizing critical data element-related data quality rules, establishing data quality thresholds, data quality scorecard monitoring, exception management and remediation tracking.

  • Experience implementing data quality rules for Customer, Policy, Claims, Billing, Agency, Finance, or Operational data is highly preferred.

Regulatory and Risk Knowledge

  • Good understanding of Malaysian regulatory requirements impacting data, including PDPA and financial services governance expectations.

  • Strong risk and control mindset with the ability to design audit-defensible governance processes.

Stakeholder and Leadership Skills

  • Strong stakeholder management skills across business, operations, technology, risk, compliance and audit.

  • Ability to influence senior stakeholders and drive accountability without direct authority.

  • Excellent written and verbal communication skills, including the ability to prepare senior management and audit-ready materials.

  • Proven people management and coaching capability.
