Location: United States

As an Oracle Health Federal Program Manager, you will be responsible for overseeing the allocation, readiness, and deployment of facilitators and adoption coaches across change management, learning, and go-live activities. This role ensures that resource needs are forecasted, planned, and fulfilled across multiple projects and deployment timelines while maintaining strong partner performance, operational efficiency, and stakeholder alignment.
The ideal candidate is a strategic and operational leader with experience in workforce planning, resource management, partner coordination, and cross-functional stakeholder engagement.
This individual should be comfortable working with project managers, delivery leaders, partners, and other stakeholder teams to resolve staffing conflicts, identify resource gaps, and support predictable learning event execution.
Responsibilities include:
- Lead team responsible for the allocation and deployment of facilitators and adoption coaches across change management and learning events, and go-live activities.
- Oversee workforce planning, resource capacity management, and utilization tracking to ensure staffing needs are met across multiple projects and deployment timelines.
- Partner with project and operational leaders to understand resource requirements, prioritize requests, and mitigate staffing risks.
- Support forecasting of upcoming resource needs, monitor availability/utilization/readiness, and help identify capacity gaps, scheduling conflicts, and staffing risks.
- Manage relationships with partners, ensuring timely fulfillment of resource needs and adherence to quality, performance, and service expectations.
- Conduct regular partner performance reviews and collaborate with internal stakeholders to address resource gaps, escalations, and continuous improvement opportunities.
- Collaborate with Learning Certification Lead to for resource readiness, qualifications, and deployment requirements to ensure successful event and go-live execution.
- Maintain metrics for reporting related to resource fulfillment, utilization, forecasting accuracy, and partner performance.
- Identify and implement process improvements to enhance operational efficiency, scalability, and workforce planning effectiveness.
- Communicate resource strategies, staffing status, risks, and recommendations to leadership and key stakeholders to support informed decision-making.

Basic Qualifications:
- Minimum of Bachelor’s Degree in Business, Management, Healthcare Administration, Education, Operations, or related field.
- At least 5+ years of combined higher education and relevant work experience, including:
- Experience in resource management, workforce planning, operations, project coordination, vendor management, learning delivery, or similar operational role.
- Experience coordinating resources across multiple projects, events, workstreams, or client-facing deliverables.
- Experience working with internal stakeholders and external partners or vendors.
- Experience using Microsoft Office suite, including Outlook, Excel, Word, and PowerPoint.
- U.S. Citizenship and ability to obtain/maintain Tier 3 Public Trust clearance, required due to contract.
- Ability to travel up to 25% as needed.
Preferred Qualifications:
- Experience supporting learning events, training delivery, client education, change management, or consulting operations.
- Experience with Oracle Health, Cerner, EHR platforms, healthcare IT, or Federal client environments.
- Experience with vendor or partner resource coordination and performance tracking.
- Experience supporting large-scale transformation, implementation, or deployment programs.
- Certifications such as PMP, CSM, Prosci, CCMP, or related operational/project management credentials.
Expectations:
- Travel as needed, up to 25%.
- Willingness to work additional or irregular hours within local labor guidelines.
- Adhere to Oracle’s and clients’ security, privacy, and compliance standards.
- Perform additional responsibilities as assigned.
