Consulting Technical Manager

Location: United States

Description

As a Consulting Technical Manager - Testing Workstream Lead, you will serve as the onshore testing leader for complex Oracle Energy & Water client implementations. You will own test strategy, planning, staffing, execution governance, quality, metrics, risks, escalations and client reporting across System Test, System Integration Test, regression, performance testing and UAT readiness.

You will lead Oracle, partner and client resources; establish testing best practices and reusable assets; and partner with project leadership, functional, technical, data, integration, development and deployment teams to deliver high-quality outcomes within agreed scope, schedule and budget.

This role also helps modernize testing delivery through approved automation and human-governed AI capabilities. The successful candidate will combine hands-on testing credibility with strong consulting judgment, executive presentation skills, continuous learning and a disciplined focus on traceability, quality and customer confidence.

Responsibilities

• Lead the testing workstream for large, complex Oracle Energy & Water implementation engagements and own delivery of agreed scope, work products, quality, schedule, status, risks, issues and escalations.

• Define and maintain test strategy, phase plans, estimates, resource and capacity plans, schedules, entry and exit criteria, quality gates, environment and data dependencies, reporting cadence and closure criteria.

• Lead and manage Oracle owned test phases as applicable to the delivery engagement.

• Support bid-to-delivery transition by reviewing scope, assumptions, estimates, staffing, timelines, contractual obligations and client responsibilities.

• Maintain end-to-end traceability from approved requirements and L2/L3 business processes through test assets, data, execution results, evidence, defects, fixes, retests and approvals.

• Own the quality of strategies, plans, scenarios, test cases, traceability, test data, evidence, defect records, metrics, dashboards and exit summaries; enforce peer, Test Lead and client review and approval controls.

• Lead defect governance, including triage, severity and priority alignment, duplicate analysis, aging, root-cause analysis, fix coordination, targeted retest, regression selection and prevention actions.

• Prepare and deliver concise, decision-oriented presentations to project managers, client sponsors and executives using metrics, trends, risks, tradeoffs and recommendations.

• Facilitate client workshops, status meetings, readiness checkpoints, quality gates, defect triage, demonstrations and phase-exit discussions; document decisions, actions and approvals.

• Lead distributed Regional Test Leads, Defect Managers, Test Designers, testers and automation resources; recruit, onboard, coach, mentor and develop team members.

• Provide hands-on technical leadership across UI, API, web services, batch, file, database and third-party integration testing, including SQL-based data setup and validation.

• Select and govern fit-for-purpose test-management and reporting tools, including Jira, Azure DevOps, ALM, SoapUI, Selenium, Playwright and JMeter, as applicable.

• Champion approved AI-assisted and automation capabilities for test authoring, test data, execution support, evidence capture, defect intelligence, regression selection and asset maintenance while preserving security, privacy, traceability, human approval and auditability.

• Contribute to standardization and testing delivery method through reusable assets, templates, estimation models, quality reviews, health checks and practice enablement.

• Maintain an active learning plan, obtain and maintain assigned Oracle Energy & Water product certifications, and coach team members toward product and AI/OCI learning goals.

Required Qualifications

• 10+ years of experience managing software testing and/or consulting project delivery, including leadership of large-scale enterprise implementation programs.

• Demonstrated experience leading client-facing testing workstreams for complex, multi-million-dollar engagements with distributed Oracle, partner and client teams.

• Strong knowledge of the software testing lifecycle across System Test, SIT/E2E, regression, performance testing, defect retest and UAT or readiness support.

• Experience creating test strategies, estimates, schedules, staffing plans, traceability, quality gates, metrics, dashboards, defect processes and executive status reporting.

• Working technical proficiency with SQL, APIs or web services, batch or file processing, databases, integrations, test-management tools and automation or performance-testing tools.

• Strong best-practice and quality-management skills, including peer review, risk-based testing, root-cause analysis, defect prevention, continuous improvement and evidence-based decisions.

• Excellent written, verbal and presentation skills, with the ability to communicate complex testing topics clearly to client sponsors, executives, project leadership, business users and technical teams.

• Strong consulting and soft skills: customer focus, executive presence, structured problem solving, sound judgment, ownership, adaptability, active listening, collaboration, negotiation, conflict resolution and influence without authority.

• Ability to remain composed under pressure, provide direction when plans change, make timely decisions and communicate recommendations with clarity and empathy.

• Commitment to continuous learning and to attaining and maintaining assigned Oracle product certifications

• Bachelor’s degree in computer science, Engineering, Information Systems, Business, Quality or a related field, or equivalent relevant experience.

• Flexibility and willingness to travel to client sites up to 50% based on project and business needs.

Preferred Qualifications

• Experience leading testing for utility Customer Information System or meter-to-cash implementations.

• Hands-on knowledge of Oracle Energy & Water products such as CCS, C2M, CC&B, MDM or related applications.

• Current Oracle Energy & Water product certification(s), PMP or comparable quality, testing or project-management certification.

• Experience supporting proposals, estimation, solution reviews, practice enablement, reusable asset creation or business development.
