Position Overview

Mission Bridge Partners is supporting a federal technology consulting client seeking an experienced Technical Program Manager to lead complex technology modernization and cloud operations programs supporting federal health customers.

This role is ideal for a technically credible program leader who can operate effectively across engineering, program delivery, executive leadership, and government stakeholders. You will oversee large, multi-year technical programs operating within highly regulated federal environments where security, compliance, architecture standards, integration requirements, and formal client acceptance processes are critical to successful delivery.

The Technical Program Manager will be responsible for keeping complex, interdependent initiatives on schedule and within budget while proactively managing risks, dependencies, resources, and stakeholder expectations. The role combines technical program delivery, client leadership, people management, and strategic growth support.

The position is remote within the D.C. Metro area, with approximately 25% onsite support required.


Key Responsibilities

Technical Program Delivery
  • Lead the planning, execution, optimization, and performance of complex technical programs across multiple teams and workstreams.
  • Ensure program delivery aligns with client architecture standards, security requirements, regulatory obligations, integration patterns, and lifecycle readiness gates.
  • Develop and manage program schedules, budgets, forecasts, dependencies, and appropriate schedule and cost contingencies.
  • Maintain traceability from client-approved requirements through implementation, milestones, testing, and final acceptance.
  • Establish and maintain a consolidated view of program risks, assumptions, dependencies, and mitigation plans.
  • Oversee testing, integration readiness, user acceptance, and modernization efforts involving legacy and modern systems.
  • Provide technical guidance and support to engineering, infrastructure, platform, and program teams.
  • Drive continuous improvement across program delivery processes and operations.
Client & Stakeholder Leadership
  • Serve as a trusted partner to government stakeholders, technical leaders, program leadership, and external partners.
  • Translate program objectives into clear project plans, priorities, resource requirements, and measurable outcomes.
  • Provide accurate, consistent visibility into program status, risks, dependencies, and delivery commitments.
  • Proactively identify and escalate risks before they impact program schedules or client outcomes.
  • Establish performance metrics and communicate progress to stakeholders on a regular cadence.
  • Represent the program in client meetings, technical reviews, governance forums, and independent oversight activities.
  • Develop a strong understanding of the client's mission, business processes, regulatory environment, users, and technology landscape.
  • Coordinate effectively across government teams, contractors, technical SMEs, and advisory partners.
Team Leadership
  • Lead and develop program and project management professionals supporting the engagement.
  • Ensure teams are appropriately staffed with the technical and domain expertise necessary for successful delivery.
  • Mentor team members and foster a culture of accountability, collaboration, and continuous improvement.
  • Align technical and program teams around broader client objectives and business goals.
  • Lead effectively across teams where influence, communication, and trust are as important as direct authority.
Growth & Strategic Support
  • Support organic and adjacent growth opportunities within existing customer accounts.
  • Provide technical and program delivery expertise for federal bids and proposals.
  • Contribute to technical approaches, staffing strategies, delivery models, sequencing, and level-of-effort estimates.
  • Partner with growth and technical leadership to identify and shape potential opportunities.
  • Ensure proposed technical solutions and delivery approaches are realistic, executable, and aligned with customer requirements.
  • Build trusted relationships with government and industry stakeholders.
Required Qualifications
  • Bachelor's degree in Engineering, Computer Science, Information Technology, or a related field, or equivalent professional experience.
  • 8+ years of experience in technical program delivery, IT infrastructure, cloud operations, platform services, or related technology environments.
  • 3+ years leading complex, multi-team technical programs with direct accountability for schedule, budget, risk, and compliance.
  • 2+ years of people management or formal team leadership experience.
  • Experience delivering technology programs in a client-facing consulting, professional services, or government contracting environment.
  • Experience operating within regulated environments involving formal security, compliance, governance, or acceptance requirements.
  • Strong executive communication, stakeholder management, risk management, and organizational skills.
  • Ability to obtain and maintain a U.S. Public Trust.
Preferred Qualifications
  • Experience supporting federal health or other federal civilian agencies.
  • Experience leading technical teams within a government contracting or professional services organization.
  • Experience managing teams of 10 or more professionals.
  • Working knowledge of cloud infrastructure, Infrastructure as Code (IaC), CI/CD, DevSecOps, and modern platform operations.
  • Experience leading modernization or replacement of legacy systems, including phased migration, coexistence, and cutover activities.
  • Experience working with IV&V teams, independent oversight organizations, or formal government governance structures.
  • Experience supporting federal proposals, capture efforts, or account growth initiatives.
  • Strong business acumen and the ability to operate comfortably across both technical and executive environments.

They should be equally comfortable discussing cloud infrastructure and delivery risks with technical teams as they are presenting program status, strategy, and recommendations to executive leadership.

Compensation

The estimated salary range for this position is $175,000 – $200,000 annually, based on market benchmarks within the Washington, D.C. metropolitan area. This range represents a good faith estimate and may vary depending on several factors, including the scope of the role, geographic location, education, certifications, technical skills, and overall relevant experience.
