Lead - Technical Program Manager – Software Testing

About the Role: Real-Time Payments (RTP) offer immediate transfer and detailed messaging options for A2A (Account to Account) payments and are critical on Mastercard’s journey for Multi-Rail Payments. RTP is categorized as Critical National Infrastructure for respective countries and requires a high benchmark of resilience, availability, quality, and scalability.
Job Overview: This position requires extensive understanding and knowledge of software operations with solid knowledge of required services. The role provides management direction and recommends strategic directions based on established policy. The Technology Program Manager leads and manages staff, assures staffing, training, and objective setting, and recommends policy changes and implementations. The role also involves interacting with developers and requestors to identify the scope of projects.
Major Accountabilities:
• Solution and Product Architecture: Experience in end-to-end solution and product architecture.
• Strategic Leadership: Provides strategic leadership related to specific applications and systems, or software-development methodologies.
• Technical Expertise: Understanding of Java, Spring Framework, and experience leading multiple teams.
• Staff Development: Ensure that staff has the skills and behaviors to perform tasks fully through effective communication of goals, objectives, performance, and necessary improvement plans.
• Policy Implementation: Ensure development, review, and implementation of policy changes based on approved recommendations with minimal customer or staff interruption.
• Process Review: Review and approve the development or revision of operational processes and procedures.
• Strategic Direction: Recommend strategic direction and policy changes.
• Operational Concerns: Advance operational and business concerns or issues relative to future business programs, projects, or enhancements that may affect consistent delivery of quality services.
Education:
• Bachelor’s degree in Information Systems, Information Technology, Computer Science, or Engineering, or equivalent experience.
Knowledge / Experience:
• 8+ years of proven experience in software engineering delivery leadership at enterprise scale.
• Experience working with fast-paced development teams building on modern architecture using Java, Spring Boot, Oracle RDBMS, SQL, Flyway, Kafka, or similar messaging technologies.
• Experience in UI technologies and practices using JavaScript, Typescript, React, etc.
• Experience mentoring and developing resources in a high-performance culture.
• Ability to write secure code and be familiar with secure coding standards (e.g., OWASP, CWE, SEI CERT) and the detection and remediation of security vulnerabilities.
• Ability to configure rules and build automation for code with vulnerability scanning and software composition analysis using standard tools (e.g., SonarQube, Checkmarx, JFrog XRay, Blackduck, others).
Skills / Abilities:
• Ability to translate highly complex technical matters into easily digestible and actionable plans.
• In-depth experience working with applications in Java, Spring Boot.
• Ability to lead and manage senior technical individual contributors and management staff with the ability to foster open communications across various organizational levels.
• Ability to provide functional and directional guidance to staff and recommend policy or strategic direction changes to management.
• Ability to interact across multiple organizational levels and assume a lead role and set direction for large or complex projects.
Nice to Have:
• Past experience in building and maintaining Critical National Infrastructure.
• Past experience working in the Payments Space.
• Experience in CI/CD.
• Experience in FX, SWIFT, or ACH systems, especially acquired within a bank, is a major plus.
