Role Profile:

We are seeking an experienced Program Manager to lead and deliver complex Mission Critical Communications (MCC) programs across global markets. This role is responsible for managing program cost, schedule, risk, and technical performance throughout the full project lifecycle, from initial concept through successful completion.


The successful candidate will lead key international offset, supply, and technology transfer initiatives, ensuring programs are delivered on time, within budget, and in alignment with customer and business objectives. Working with minimal supervision, you will manage strategic projects that have a significant impact on organizational performance, customer satisfaction, and long-term growth.

 

What this role will involve:

  • Lead the execution of international offset and supply programs to achieve business objectives related to orders, revenue, operating income, and free cash flow.
  • Manage programs throughout the entire lifecycle, ensuring compliance with scope, schedule, budget, quality, and technical requirements.
  • Partner with customers, sales teams, and international representatives to identify requirements, develop solutions, and uncover new business opportunities.
  • Direct the development of proposals, business plans, work statements, specifications, operating budgets, and commercial terms associated with offset and international programs.
  • Oversee Transfers of Technology (ToT), Transfers of Production (ToP), and know-how transfer initiatives with international partners.
  • Negotiate and manage subcontractor agreements, ensuring performance, compliance, and contractual obligations are met.
  • Identify, assess, and mitigate program risks while proactively driving issue resolution.
  • Provide regular program status updates, financial reporting, and performance metrics to regional leadership.
  • Ensure appropriate engineering, manufacturing, supply chain, and facility resources are available to support program execution.
  • Coordinate cross-functional teams to ensure successful delivery of customer commitments and business objectives.
  • Maintain compliance with international trade regulations, ITAR export controls, and contractual requirements.

 

Qualifications:

  • Bachelor's degree (BS/BA) or equivalent military experience, plus a minimum of 6 years of relevant experience; or a graduate degree with a minimum of 4 years of related experience.
  • Experience managing international programs, projects, or customer engagements.
  • Demonstrated experience with offset programs and technology transfer initiatives.
  • Experience managing program budgets, schedules, and financial performance.
  • Proven ability to negotiate and manage subcontractor relationships.
  • Strong understanding of risk management principles and program governance.
  • Familiarity with corporate financial reporting and performance metrics.
  • Experience managing multiple projects simultaneously in a fast-paced environment.
  • Knowledge of international shipping terms and ITAR/export control regulations.
  • Strong customer-facing, communication, and stakeholder management skills.

 

Preferred Additional Skills:

  • Master's degree or MBA.PMP certification.
  • Experience within the Defense, Aerospace, or Mission Critical Communications industries.
  • Working knowledge of manufacturing, production, assembly, test, and factory operations.
  • Understanding of supply chain management processes and best practices.
  • Experience supporting depot-level maintenance operations and sustainment programs.
  • Minimum of four years of direct customer-facing experience.
  • Minimum of four years of experience managing international programs.
  • Proven experience coordinating and managing:
    • Factory Acceptance Tests (FATs)
    • Site Surveys
    • Site Acceptance Tests (SATs)
    • Transfer of Production (ToP) and Transfer of Technology (ToT) projects
    • Complex system installations
    • Long-term sustainment and support programs
