This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Deputy Project Manager / Business & Governance Lead based in United States.
As Deputy Project Manager / Business & Governance Lead, you will play a central role in delivering a high-visibility government data and analytics initiative. You’ll combine project leadership, business analysis, stakeholder management, and governance expertise to help transition a complex platform into an enterprise-ready solution. The role involves coordinating across multiple government agencies and translating oversight requirements into actionable business rules, processes, and platform configurations. You’ll help drive milestones, manage dependencies, and maintain rigorous documentation and acceptance readiness. You’ll also facilitate stakeholder workshops and prepare executive-level recommendations from technical and analytical findings. This is a part-time consulting engagement suited to an experienced professional comfortable operating in complex, highly regulated environments.
Accountabilities:
- Provide deputy project management support, including schedule coordination, milestone tracking, customer communications, issue resolution, and coverage for the project lead when required.
- Facilitate discovery sessions, requirements workshops, and stakeholder meetings to translate statutory and operational oversight needs into clear platform requirements and business rules.
- Establish and maintain requirements and business-rule traceability, connecting government mandates through platform configuration, testing, and user acceptance.
- Develop and execute standardized agency onboarding playbooks, data-mapping templates, readiness checklists, training materials, and implementation procedures for an initial group of approximately 8–10 agency offices.
- Coordinate governance activities covering user roles, role-based access controls, data classification, user lifecycle processes, and case-support requirements.
- Partner with project leadership to translate technical analytics findings into evidence-based recommendations, executive dashboards, presentations, and decision materials.
- Lead operational readiness activities, including standard operating procedures, user-side documentation, knowledge-transfer packages, and preparation for formal reviews.
- Maintain comprehensive project trackers covering risks, dependencies, decisions, action items, milestones, and audit-ready evidence.
- Support user acceptance testing by helping define test scenarios, scripts, repositories, and measurable technical acceptance criteria.
- Contribute to continuous process improvement across stakeholder onboarding, governance, requirements management, and project delivery.
- 10+ years of experience in technology project management, business systems analysis, enterprise information systems, or closely related fields.
- PMP certification or a comparable advanced project management credential is required.
- Demonstrated experience delivering technology, data, analytics, or enterprise systems projects for local, state, military, or federal government organizations.
- Exceptional facilitation and requirements-management skills, with experience eliciting, structuring, documenting, and tracing complex business rules and data governance requirements.
- Strong process engineering capabilities, including workflow mapping, data ownership analysis, governance modernization, and operational process design.
- Hands-on experience developing UAT scripts, managing test-case repositories, and defining quantitative acceptance criteria.
- Ability to translate complex technical findings, system architectures, and analytical outputs into concise executive-level briefings and actionable recommendations.
- Strong organizational, communication, problem-solving, and stakeholder-management skills, with the ability to coordinate across large and diverse government environments.
- U.S.-based citizen or resident status is required.
- Ability to successfully complete an FDLE Level II background screening, including fingerprinting, within 5 business days of contract award.
- Prior experience supporting government financial, procurement, contract management, grant tracking, audit, or oversight organizations is strongly preferred.
- Experience working across large multi-agency or multi-department stakeholder environments is highly desirable.
- Familiarity with formal data governance procedures, user lifecycle standards, data classification frameworks, BI dashboard modernization, and government-focused training or knowledge-transfer programs is a plus.
- Part-time consulting engagement averaging approximately 10–12 hours per week, with increased workload around major project milestones.
