Project Context and Scope

The CAPACITY Programme constitutes Pillar I of the Danish Migration Management Programme (2024–2029), funded by the Ministry of Foreign Affairs of Denmark and implemented by the International Organization for Migration (IOM). The Programme supports partner governments in strengthening migration governance systems, institutional capacities and regional cooperation mechanisms to facilitate safe, orderly and regular migration through migration management, dialogue and coordination, and rights-based return, readmission and sustainable reintegration. The Programme is implemented through Country Offices in Algeria, Lebanon, Morocco, Nigeria, Somalia and Syria, complemented by regional and cross-regional interventions across the Middle East and North Africa and East and Horn of Africa regions.

As implementation advances, the Programme requires a series of strategic communication, visibility, reporting and knowledge products to support donor engagement, senior-level advocacy, programme positioning and internal awareness. Existing programme materials, including presentations, reports, flash updates, dashboards and communication products, provide a strong foundation but require consolidation, refinement and adaptation for different audiences and purposes. 

Under the direct supervision of the Programme Manager, CAPACITY, and in close coordination with relevant IOM Denmark personnel, participating Country Offices and other relevant stakeholders, the consultant will support the development of strategic programme communication and reporting products aimed at strengthening programme visibility, communicating results and achievements, and facilitating engagement with donor representatives, government counterparts, senior IOM leadership and other stakeholders.
