The Work:   

ICF is seeking a Project Lead (React, Java, SQL Server) to support healthcare programs. This position will be focused on maintaining and supporting the current Java, and SQL Server implementations; designing, implementing, and migrating to a modernized React, Java, and PostgreSQL architecture.

This position requires extensive hands-on experience and the ability to update, maintain, and understand complicated SQL stored procedures to support the current systems. You should have experience with common development tools, techniques and numerous programming languages. All team members are very dynamic with experience delivering end-to-end solutions, quite often skilled in front-end, back-end, and database technologies. Job Location: This is a hybrid position, onsite to an office located in Rockville, MD.   

• Our core work hours are 10am - 4pm Eastern Time with the option to start earlier or work later depending on your time zone.  

• This position requires that the job be performed in the United States.  If you accept this position, you should note that ICF does monitor employee work locations and blocks access from foreign locations/foreign IP addresses and also prohibits personal VPN connections.   

What You Will Do:  

• Lead Agile software development projects involving .NET applications, ensuring timely delivery, technical quality, and alignment with business objectives.  

• Provide technical leadership and oversight for web and mobile application development using .NET, ASP.NET, JavaScript frameworks, and SQL Server technologies.  

• Collaborate with stakeholders, developers, and project teams to identify requirements, manage risks, and anticipate technical and business challenges.  

• Oversee software architecture, database design, and system integration efforts while supporting modernization of legacy applications. Guide Agile processes, project planning, resource coordination, and team performance while promoting best practices in software development and delivery. 

What You Will Bring With You:  

• Bachelor’s degree in Computer Science or related field.  

• 6+ years of project management experience with 5+ years of experience in Agile .NET implementations with in-depth understanding of technology and technical aspects of the project 

• Candidate must be able to obtain and maintain a Public Trust  

• Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.

• Ability to comprehend the complexities of software design and databases and anticipate technical and business challenges to ensure products align well with the project's goals 

• Prior experience in consulting or healthcare is an advantage but not essential.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$108,006.00 - $183,610.00
