You will be a part of HPB’s Chief Data Officer's Office (CDOO), Data Engineering and Architecture team, which is building the National Lifestyle Repository (NLR) — a first-of-its-kind platform that integrates lifestyle and preventive health data from across Singapore's health and community ecosystem into a 360- citizen-centric view. This work sits at the heart of HPB's Precision Public Health strategy, positioning HPB as the authoritative data custodian for lifestyle data in Singapore and empowering partners and grassroots leaders to deliver more personalised and impactful health programmes at scale

[What you will be working on]

  • As Senior Manager responsible for data governance and standards, you will drive the development of the governance frameworks, data standards, and partnership agreements that underpin the NLR's integrity and trustworthiness as a national lifestyle data platform.
  • You will lead complex multi-agency engagements, negotiating and aligning partner organisations on governance standards, data sharing protocols, and compliance requirements, and facilitating cross-agency alignment to support NLR scale-up and MOH platform integration
  • You will propose and establish data standards, technical specifications, and acceptance criteria governing data ingestion, engineering, and quality across all NLR data domains, translating governance and policy requirements into actionable standards for adoption by HPB's partner ecosystem.
  • You will design and implement consent management policies, data sharing safeguards, and compliance validation processes that enable trusted, scalable data flows across partner organisations with varying technical capabilities and institutional priorities.
  • You will serve as HPB's authoritative data custodian for the NLR, maintaining data dictionaries, lineage records, and metadata frameworks, and acting as the primary point of contact for data concierge queries on data product definitions, availability, and appropriate use. You will evaluate new data product requirements and feature requests against governance and custodianship standards prior to pipeline-level implementation and oversee data product lifecycle management including documentation of handover protocols.
  • You will implement governance safeguards and workflows to support data portability and onward data sharing, and surface cross-cutting governance and policy issues with well-reasoned recommendations for collective decision-making.

[What we are looking for]

An ideal candidate will be a governance-minded and technically grounded professional, a dynamic and self-motivated individual with at least 5 years of working experience in data governance, cross-agency stakeholder management, and data partnership development, with demonstrated experience defining and establishing data governance frameworks, data standards, and consent management systems across multiple partner organisations. The candidate should also possess:

  • Demonstrated experience managing complex multi-stakeholder engagements and negotiating data sharing agreements across government agencies or health ecosystem partners.
  • Strong foundation in data standards policy development, governance framework design, and compliance validation, with the ability to translate high-level policy and governance requirements into actionable technical standards implementable at the pipeline level.
  • Working proficiency in data engineering tools and programming languages (e.g. Python, R), with sufficient technical depth to ensure governance frameworks are practical and implementable.
  • Strong interpersonal and negotiation skills, with the ability to manage complex multi-agency relationships, align diverse partners on governance standards, and facilitate adoption across organisations with varying technical maturity.
  • Sound independent judgement on governance and standards matters, with the ability to surface cross-cutting issues constructively and prepare well-reasoned recommendations for collective decision-making.
  • Meticulous, result-driven, and intellectually curious, with the drive to seek continuous improvement in governance practices, data standards, and compliance validation processes.
  • A genuine interest in digital health, healthcare, and health promotion, with an appreciation for how Precision Public Health and population-level analytics can deliver more personalised lifestyle programmes at scale.

Prior experience in healthcare data management, data custodianship, or cross-agency governance processes will be an added advantage. Candidates with experience establishing and validating compliance frameworks across partner organisations with varying technical capabilities will have an added advantage.

Successful candidates will be offered a 1-year contract
