SENIOR/ MANAGER, DATA PARTNERSHIPS — TRANSPORT AI PROGRAMME, LTA SINGAPORE

[What you will be working on]

Singapore's land transport network moves millions of people every day. As AI reshapes what's possible in transport operations, the Land Transport Authority is investing in AI capabilities that will meaningfully improve how the network is sensed, managed, and optimised — for commuters, operators, and public officers alike.

AI systems are only as good as the data that powers them. We are looking for a Senior/ Manager to establish and lead our data acquisition and partnership function — the foundational capability that will enable our organisation to develop meaningful, operationally relevant data use cases and AI-enabled applications.

Beyond internal organisational data, operationally relevant datasets may be found across government agencies, industry partners, and contractors — each governed by their own access controls, sharing frameworks, and institutional considerations. You will be required to understand our concept of operations well enough to determine what data is needed, and pursue access to that data through establishing relationships, agreements and organisational infrastructure required to bring the right data in securely and sustainably.

What You Will Be Working On

You will lead a team to translate our concept of operations into a prioritised multi-modal data acquisition roadmap, identifying what data we need and sequencing efforts by operational value and feasibility. Your work also involves stakeholder engagement, negotiating access with government agencies, statutory boards, industries and research institutions.

As part of data acquisition, you will lead your team to define and enforce standards for how data is received — covering file formats, data schemas, metadata requirements, and update cadences. This ensures that datasets from disparate sources can be reliably ingested, integrated, and made ready for analytical and AI workloads. Where partners or contractors are unable to meet these standards natively, you will work with them to find practical solutions or manage the necessary transformation processes internally.

You will also be responsible for identifying and building the right platform for consolidating data from multiple sources, particularly where contractor or sensitive datasets introduce security and classification constraints that may rule out standard environments. You will work with technical, legal, and cybersecurity colleagues to arrive at an appropriate approach.

Underpinning all of this is sound data governance — ensuring that what we acquire is handled compliantly, with appropriate agreements and access controls in place. You will work closely with analytical, AI development and product teams to ensure that acquired data is properly onboarded and ready for use case development.

[What we are looking for]

  • Knowledge in Computer Science, Infocomm Technology, Engineering, or a related field, with at least 8 years of relevant experience including 3 or more years in a leadership capacity. Experience in data governance, inter-agency coordination, or data strategy is strongly preferred.

  • Prior public service experience or experience working closely with government agencies, government data security and classification frameworks will be a significant advantage.

  • You should bring demonstrated experience in negotiating data access or managing data sharing arrangements in a government or operationally complex environment.

  • Experience building or leading a team of data scientists and engineers to deliver data pipeline, warehouse and data sharing capabilities.

  • Experience in working in cross-functional teams and collaborating with both technical and non-technical stakeholders to translate operational data needs into a prioritised data strategy.

  • Familiarity with, data cataloguing, metadata management, or platform environments is a plus.
