What You’ll Achieve

The Operations Lead plays a strategic, high-impact role at the IDIQ level, embedded within the PMO and serving as Deputy Program Manager. You will oversee the operational execution across all task orders. Focus on day-to-day execution, customer delivery, and internal coordination across multiple task orders and product lines. In this role, you will:

  • Contract & Task Order Execution

    • Support the program manager in overseeing all awarded task orders under the IDIQ.

    • Help ensure performance against contract requirements (schedule, scope, quality, SLAs/metrics).

    • Track deliverables and milestones, coordinating with task leads and functional teams.

    • Assist or create CDRL documentation (i.e. Risk register, PMR, etc.)

  • Customer & Stakeholder Engagement

    • Act as a secondary point of contact for government counterparts when the PM is unavailable or delegates.

    • Participate in regular customer meetings, status reviews, and technical discussions.

    • Gather, clarify, and communicate evolving customer needs across the project team

  • Financial & Resource Management (in a support role)

    • Assist with monitoring cost, schedule, and performance at the task order level (e.g., CPI/SPI, labor burn, funding status).

    • Support staffing plans across task orders, including onboarding, backfill planning, and coordination with Talent Acquisition.

    • Help balance prime vs. subcontractor labor to meet program targets for direct labor and profitability, as guided by the PM.

  • Performance Management & Delivery Quality

    • Monitor key performance indicators and service levels for task orders.

    • Identify underperformance or risk areas early and coordinate corrective actions.

  • Risk, Issue, and Change Management

    • Maintain and contribute to the program risk/issue register for the IDIQ and individual task orders.

    • Help identify and track risks, issues, and dependencies; drive mitigation actions with task leads.

    • Support contract and scope change processes (e.g., ROMs, ECPs, modifications) by coordinating technical and cost inputs.

  • Proposal & Growth Support (On-Contract Growth and New TOs)

    • Coordinate proposal activities for new task orders or modifications under the IDIQ (schedules, inputs, reviews).

    • Work with capture, BD, and technical leads to develop compliant, compelling responses.

    • Track pipeline and awarded work under the IDIQ to support growth planning and resourcing.

  • Team Coordination & Internal Communication

    • Coordinate across cross-functional teams (technical, operations, finance, HR, security, subcontracts) when necessary.

    • Lead internal status meetings, action tracking, and communication of priorities when delegated by the PM.

    • Help ensure consistent use of standard processes, tools, and reporting formats across task orders.

  • Compliance & Governance

    • Help ensure adherence to contract terms, security requirements, and internal GDIT policies.

    • Support audits, reviews, and data calls (e.g., contractual reporting, internal management reviews).

    • Ensure accurate and timely program reporting and documentation.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or equivalent experience.

  • TS/SCI with Polygraph

  • 7+ years of experience in agile software development and/or DevOps,

  • Experience in technical management, technical understanding, analyzing information, great communications skills, resource management, problem solving, strategic planning, quality management and risk.

Desired Skills and Experience

  • Project Management Professional (PMP) certification or ability to obtain within 6 months of hire

  • Experience with ITIL (i.e. ITIL 4 certification) and preferred

  • Experience with managing FFP completion base contracts

The likely salary range for this position is $195,240 - $264,148. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
