Principal, Technical Program Manager - Power Generation

The Power Generation Technical Program Manager (TPM) leads the planning and execution of behind-the-meter (BTM) and utility-adjacent power generation projects that support large-scale data center campuses. This role sits within Infrastructure Delivery and bridges engineering, procurement, construction, and financing to deliver reliable, cost-effective generation aligned to customer lease structures.
You will own the integrated scope–schedule–cost–risk framework for power generation workstreams, ensuring that substation, BTM plants, interconnects, and related systems are delivered safely, on time, and within the commercial terms agreed with customers and lenders.
How will you make a difference?
Program Leadership
- Lead end-to-end BTM / on-site power generation and related substation workstreams from early feasibility through COD and turnover.
- Translate commercial agreements into clear technical and delivery requirements for internal teams and vendors.
- Develop and maintain integrated program roadmaps, clearly identifying critical paths, interfaces with utility power, and data center milestones.
Scope, Schedule, and Cost Management
- Define and maintain a work breakdown structure (WBS) and integrated CPM schedule (e.g., P6) for power generation scope, including engineering, equipment procurement, construction, commissioning, and tie‑ins.
- Coordinate closely with Project Controls and Cost Management to align power generation budgets with overall campus economics and Budget targets.
- Track progress, risks, and variances; propose mitigations and re-sequencing where required to protect data center delivery dates.
- Support development and management of change events (scope changes, design evolution, utility changes) including schedule and cost impact analysis.
Technical Coordination
- Partner with Electrical, Mechanical, and Civil/Structural Engineering to ensure generation, substation, and distribution designs meet reliability, safety, and performance requirements (e.g., NERC, local code, redundancy, emissions).
- Coordinate with BTM providers, OEMs, EPCs, and utilities on technical scope, interconnection requirements, protection schemes, and control integration.
- Drive resolution of key technical decisions (e.g., technology selection, ramp strategy, redundancy levels, emissions controls) in alignment with customer needs and long‑term portfolio strategy.
Procurement & Vendor Management
- Work with Supply Chain & Procurement to plan and execute procurement of long-lead equipment (e.g., generators, turbines, switchgear, transformers, emissions systems).
- Maintain line-of-sight to OFCI equipment schedules, factory test dates, logistics, and site readiness, ensuring alignment with project milestones.
- Support vendor selection, contract scoping, and performance management, including KPIs for schedule, cost, and quality.
Risk, Compliance, and Stakeholder Management
- Identify and maintain a risk register for power generation scope (e.g., permitting, interconnect delays, regulatory changes, fuel supply, performance guarantees) and develop mitigation plans.
- Coordinate with Legal, Environmental, and Regulatory teams to ensure compliance with permits, emissions requirements, and safety standards.
- Provide clear, concise status updates (dashboards, narratives, and executive summaries) to internal leadership and key customers, translating technical issues into business impacts.
Basic Qualifications
- Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a related technical field, or equivalent experience.
- 7+ years of experience in power generation, utility-scale electrical infrastructure, or large industrial energy projects.
Required Qualifications
- Demonstrated experience managing complex, multi-stakeholder programs with significant power infrastructure (substations, BTM plants, or similar).
- Strong understanding of project management practices (scope, schedule, cost, risk, change control) and tools (e.g., Primavera P6, MS Project).
- Familiarity with PPAs and long-lead equipment procurement for power assets.
- Excellent communication and stakeholder management skills; able to interface effectively with engineers, EPCs, utilities, finance, and customers.
Preferred Qualifications
- Experience with data centers, hyperscale, or other mission-critical environments.
- Knowledge of NERC, IEEE, NFPA, and local utility standards relevant to generation and high‑voltage infrastructure.
- Background in BTM gas or renewable projects (e.g., reciprocating engines, turbines, battery storage, or hybrid plants).
- Prior experience working within or alongside Project Controls, Supply Chain, or Finance on capital-intensive infrastructure.
- Relevant certifications (e.g., PMP, PE, or equivalent) are a plus.

Location and Travel
- Work location is flexible to Seattle, WA, Denver, CO, Austin, TX, or Alexandria, VA.
- Regular travel, as needed, to Fleet offices as well as to meet with Vendors.
Expected Salary Range DOE
- Base of 160-200k +Discretionary Bonus
