Project Manager (Infrastructure/Roadways)

We are seeking an experienced Project Manager to join our Municipal Engineering team. Reporting directly to senior leadership, this position is responsible for managing the planning, design, permitting, bidding, and construction administration of public infrastructure projects for municipal, county, and public-sector clients throughout New Jersey.

The successful candidate will possess strong technical knowledge of municipal engineering, demonstrated project management experience, and the ability to build long-term client relationships while successfully delivering capital improvement programs on schedule and within budget.

Responsibilities

  • Manage multiple municipal infrastructure projects from proposal through project closeout.
  • Serve as the primary point of contact for municipal officials, public works departments, county agencies, utility companies, and regulatory authorities.
  • Prepare project scopes, budgets, schedules, and staffing plans while ensuring projects remain on time and within budget.
  • Oversee the preparation and review of engineering plans, specifications, cost estimates, and bid documents.
  • Lead roadway reconstruction, drainage improvements, utility infrastructure, ADA compliance, and streetscape improvement projects.
  • Coordinate with NJDEP, NJDOT, county agencies, utility providers, and permitting authorities.
  • Manage consultant teams, subcontractors, surveyors, geotechnical engineers, and specialty consultants.
  • Review engineering calculations, technical reports, design documents, and construction drawings for quality assurance.
  • Attend public meetings, council meetings, planning board hearings, and client presentations as required.
  • Provide construction administration support including RFIs, change orders, contractor coordination, shop drawing reviews, payment applications, and field issue resolution.
  • Mentor junior engineers and technical staff while supporting professional development within the municipal engineering group.
  • Participate in business development activities, proposal preparation, client presentations, and contract negotiations.
  • Identify opportunities to expand existing municipal relationships and secure repeat business.

Qualifications

  • Bachelor's Degree in Civil Engineering.
  • Professional Engineer (PE) license in New Jersey or the ability to obtain reciprocity within six months.
  • 8–15+ years of progressive municipal engineering and project management experience.
  • Demonstrated success managing multiple public-sector infrastructure projects simultaneously.
  • Strong understanding of municipal engineering standards, NJDOT specifications, NJDEP regulations, and local permitting requirements.
  • Experience preparing plans, specifications, engineer's estimates, and public bid packages.
  • Working knowledge of construction administration procedures and contract management.
  • Excellent verbal, written, and presentation skills.
  • Valid driver's license with the ability to travel to project sites and client meetings.
Preferred Qualifications 
  • Experience serving as Municipal Engineer or Assistant Municipal Engineer.
  • Familiarity with New Jersey Local Public Contracts Law.
  • Experience with NJDOT Local Aid-funded projects.
  • Strong knowledge of stormwater regulations and utility coordination.
  • Business development and client management experience.
  • Previous supervision of engineering staff and multidisciplinary project teams.

The base salary range for this role is indicated in the posting. This range reflects the company’s good faith estimate of the compensation for this position at the time of posting. Final compensation will be determined based on factors such as experience, skills, qualifications, internal equity, and geographic location.
