Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Planning and Resiliency (P&R) Bureau’s mission is to prepare the city to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R Bureau includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit.

JOB DESCRIPTION

The Critical Infrastructure Unit develops planning guidance for coordinating citywide support for transportation network contingencies, utility disruptions, and infrastructure emergencies. The unit delivers operational and policy support and subject matter expertise on the NYC region’s mobility, infrastructure, and utility systems.

Reporting directly to the Director of Critical Infrastructure, the Critical Infrastructure Program Manager will support the Unit’s efforts in all aspects of planning and operational coordination related to emergency transportation contingencies, utility disruptions, and hazards impacting public infrastructure in New York City.

This position will have broad responsibility to coordinate with, and provide technical assistance to, internal and external partners regarding planning efforts for hazards that may disrupt critical infrastructure systems and essential services throughout the New York City region.

Specific responsibilities may include:
- Managing assigned planning projects related to transportation, utility, and infrastructure emergencies, including procedures for collecting and sharing information between public and private sector partners.
- Working with City agencies to identify roles and responsibilities within operational planning and response and resolve gaps and overlaps.
- Identifying innovative methods, including new technologies or partnerships, to advance the City’s emergency planning and increase responsiveness to the needs of local communities including people with disabilities, access and/or functional needs.
- Supporting the implementation of assigned plans and procedures during emergency events, including coordinating with partner agencies, tracking operational issues, and helping resolve gaps as they arise.
- Maintaining critical working relationships with public and private sector partners involved in emergency planning and response.
- Supporting agency-wide seasonal and all-hazards plan updates and operational readiness.
- Other projects and tasks as assigned based on emergency or leadership priorities


**PLEASE NOTE THE FOLLOWING:

As part of NYCEM's emergency response mission, this position participates on an Emergency Operations Center (EOC) team. During emergency activations, team members may be required to work evenings, weekends, holidays, or extended shifts in support of City response operations. Outside of activations, EOC members participate in periodic training and exercises to maintain operational readiness, and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Please note, the high end of the salary range is available to candidates who have been in City service two or more years.

Funding – This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension.

PREFERRED SKILLS

- Experience collaborating with representatives from government agencies and private organizations
- Familiarity with critical infrastructure systems and their role in emergency planning, response, and recovery
- Ability to adapt to changing conditions and shifting priorities during planning and emergency operations
- Familiarity with planning for transportation, utility, and infrastructure emergencies
- Experience organizing, analyzing, and presenting operational data through dashboards, maps, or other visual tools
- Familiarity with social and economic impacts of inequality in the built environment, particularly in emergency contexts
- Strong organizational, communication, public speaking, and interpersonal skills
- Experience leading large or interorganizational meetings and workshops
- Experience working with transportation, infrastructure, utility, or public works organizations

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six (6) years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in the areas listed in "1" above; or

3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field and one (1) year of satisfactory full-time professional experience in the areas listed “1" above, at least two (2) years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.
