The New York City Department of Transportation, Division of Bridges, is responsible for managing the full life cycle of more than 800 bridges and tunnels and over 600 retaining walls, ensuring public safety and mobility for all users. Team members work on major capital projects, oversee construction and maintenance activities, perform engineering reviews, and conduct quality assurance tasks on some of the most iconic and complex infrastructure projects in New York City.

The Bureau of Capital Design and Construction is responsible for delivering major projects on all NYC-owned bridges and tunnels, including long-span bridges over the East River, movable bridges, and roadway bridges. The Bureau manages all aspects of design and construction by contracting with private engineering and construction firms that provide design, construction support, resident engineering, and inspection services under the direction and supervision of Bureau personnel.

The Bureau seeks to hire two Admin Project Manager (NM) to serve as a Project Manager / Engineer-in-Charge. The selected candidates will manage one or more bridge component rehabilitation projects in the Bridges Component Rehabilitation Group throughout the design and/or construction phases. The position requires the exercise of independent judgment and initiative in directing project activities, coordinating stakeholders, managing risks, and ensuring successful project delivery.

Responsibilities include, but are not limited to:

Direct and oversee all functions during the design and/or construction phases of bridge rehabilitation projects. Supervise engineering professionals, resident engineering staff, consultants, contractors, and clerical personnel, both directly and indirectly. Apply leadership, communication, and teamwork skills to effectively address project needs and achieve project objectives. Identify, assess, and manage project risks and issues, develop and implement appropriate mitigation measures. Review consultant and contractor submissions, including plans, specifications, field change plans, cost estimates, environmental documents, schedules, invoices, change orders, time extensions, and other contract-related documents. Oversee the performance of design consultants, resident engineering teams, and contractors to ensure compliance with project requirements and contract documents. Coordinate reviews and approvals with NYCDOT divisions and external agencies, including NYSDOT, NYC Parks (NYCDPR), and other stakeholders. Attend field meetings and coordinate with contractors, consultants, inspectors, and field personnel to resolve design, construction, and operational issues. Oversee the development of construction contract documents and support contractor procurement activities. Develop and administer Resident Engineer Inspection (REI) contracts and support procurement efforts. Administer design, construction, and resident engineering contracts, including review and approval of consultant and contractor invoices. Utilize the Contract and Project Management System (CPMS) for rate approvals, invoice processing, schedule tracking, risk management, and issue resolution. Coordinate with Division staff to ensure adequate project funding and prepare related financial and administrative documentation. Maintain and update project schedules using Division-approved project management systems. Manage project scope, schedule, budget, and quality objectives to ensure successful project delivery. Take a proactive approach to resolving project challenges and maintaining effective communication among all stakeholders. Prepare reports on projects status, and perform other related duties as assigned.


Preferred Skills
Experience of bridge design and construction, and A valid New York State Professional Engineer (Civil) license is preferred. Ability to communicate effectively in verbaland written form. Ability to improvise and innovate as unusual conditions arise. Skill in expediting activities through multi-agency procedures.
Possess strong technical, project management, and leadership skills, with the ability to manage multiple complex bridge projects through design and construction while ensuring compliance with engineering standards, contractual requirements, and agency objectives.

ADMINISTRATIVE PROJECT MANAGER - 8300B

Qualifications

1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or

3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
