General Description and Classification Standards:

This position reports to the Executive Director of Grants for the Department of City Planning. The Director of Program Delivery is responsible for planning, directing, coordinating, and managing the operations, programs, and strategic initiatives of the Healthy Homes Atlanta (HHA) Division. The Director assists in the oversight of day‑to‑day operations, establishes organizational priorities, and ensures the efficient and effective delivery of services in support of grant‑required goals and strategic objectives. The role develops policies and procedures, manages complex projects, and collaborates with internal stakeholders, external agencies, and community partners to achieve organizational objectives.

In this role, the Director of Program Delivery oversees execution of policies, programs, and projects, including timely submissions of routine City of Atlanta HUD reports, plans, and recommendations.

The Director of Program Delivery works with the Executive Director to lead a highly functioning and successful HHA program. The Director must be organized, disciplined, high‑functioning, adaptive, and possess a consistent sense of urgency and commitment to public service.

The Director of Program Delivery provides direction to the HHA managers engaged in multiple activities related to the HHA program’s operations and compliance functions; establishes, revises, and implements operating policies; builds relationships across the department and the City; communicates with the U.S. Department of Housing and Urban Development; assists with planning for the long‑term staffing and resource needs of the Division; identifies, coaches, and mentors employees for future positions; and performs other appropriate duties.

The role also includes extensive financial and HR‑related responsibilities, including overseeing Oracle financial processing; managing staff onboarding and offboarding; conducting reconciliations and reimbursement reviews; supporting budget development and projections; monitoring spending patterns and grant drawdowns; coordinating fiscal audits and compliance reviews; ensuring accurate timekeeping and personnel allocation for grant reporting; assisting with procurement workflows; and supporting payroll‑related documentation and operational needs across the Division.

Direction received is very general and focuses on strategic objectives and is typically collaborative in nature.
