DPW provides professional engineering, planning, programming, design, construction, real property, utilities, and related installation support for U.S. Army facilities and mission partners on Okinawa. The contractor team augments DPW in developing and executing Sustainment, Restoration, and Modernization (SRM), Military Construction (MILCON), Unspecified Minor Military Construction (UMMCA), Government of Japan (GOJ)/Host Nation projects, and other facility and infrastructure requirements.

JOB DESCRIPTION

Serves as the on-site Site Lead and primary contractor point of coordination for the eight-person engineering support team while managing Host Nation/Government of Japan (GOJ) project requirements. The position integrates daily team activities with DPW priorities, supports contract management and quality requirements, and leads project coordination across planning, programming, design, construction, and bilateral stakeholder interfaces. Planning and programming experience is highly desirable.

 ESSENTIAL DUTIES AND RESPONSIBILITIES

Site Leadership and Contract Coordination

• Serve as CNSP's principal on-site Site Lead and day-to-day interface with the COR, Alternate COR, DPW leadership, contractor personnel, and CNSP Program Management.

• Coordinate staffing, daily priorities, workload integration, lines of communication, and team support to ensure responsive execution of PWS requirements.

• Support implementation of the staffing plan, baseline Quality Control Plan, monthly status reporting, technical status meetings, meeting minutes, personnel status tracking, and corrective actions.

• Promote consistent quality, professional conduct, documentation, and timely communication across the contractor team while ensuring contractor personnel remain under contractor management.

Host Nation / GOJ Project Management

• Manage and coordinate GOJ/Host Nation project requirements through planning, programming, design, construction, and turnover phases.

• Coordinate with DPW engineers, U.S. Government stakeholders, GOJ/ODB organizations, execution agents, designers, contractors, and installation customers to resolve project issues and maintain schedule alignment.

• Track scope, cost, schedule, milestones, risks, decisions, and action items; prepare clear status updates and recommendations for Government stakeholders.

Planning, Programming, and Portfolio Support

• Support development of FY27 and future-year project packages and assist DPW with the 1-N project list and RPPB prioritization, including recommendations for project sequencing and portfolio alignment.

• Assist with planning/programming documentation, requirements validation, technical exhibits, PWS development, cost/schedule information, and other acquisition-support products.

• Coordinate closely with Civil, Architectural, Structural, Mechanical, and Electrical personnel to integrate host-nation requirements and local execution considerations.

EDUCATION AND EXPERIENCE

• Undergraduate degree in engineering, project management, architecture, planning, construction management, or another project-management-related field is required.

• PMP or comparable project/program management certification is desirable but not required.

• Minimum five (5) years of relevant project-management experience is desired; approximately five (5) to ten (10) years supporting facility, infrastructure, construction, or engineering programs is preferred.

• Demonstrated experience with GOJ/Host Nation, bilateral, or OCONUS military construction/project delivery is strongly preferred.

• Experience with planning/programming, project prioritization, design review, construction execution, and multidisciplinary stakeholder coordination is highly desirable.

• Prior team-lead, site-lead, supervisory coordination, or senior stakeholder-interface experience is strongly preferred.

SKILLS AND ABILITIES

• Strong project leadership, organization, schedule/risk management, meeting facilitation, technical documentation, and executive communication skills.

• Ability to coordinate effectively across U.S. Government, GOJ/host-nation, design, construction, and multidisciplinary engineering stakeholders.

• Japanese-language proficiency is strongly preferred for this position; demonstrated GOJ/ODB coordination experience is highly valuable.

• Working familiarity with UFC/UFGS, DoD/Army facility programs, SRM/MILCON/UMMCA, and project development/acquisition processes.

• Planning and programming experience, including portfolio prioritization and development of facility requirements, is highly desirable.

ELIGIBILITY

• Open to qualified Japanese nationals/local residents, U.S. citizens, and other candidates legally eligible to work in Japan, subject to applicable contract, employment, immigration/SOFA, and host-nation requirements.

• Must be able to obtain and maintain U.S. military installation access and the background investigation/access credentials required for the position, including Tier 1/NACI/SF85 processing and CAC/NIPR access when required.

• Must comply with Government nondisclosure, information-protection, cybersecurity, and installation access requirements.

• U.S.-based hires must satisfy applicable passport, immigration, and SOFA eligibility requirements for the selected employment arrangement.

• Must meet applicable pre-employment qualifications of CNSP or the authorized staffing employer.
