The Opportunity:

CACI has an excellent opportunity for a Senior Developer supporting the Enterprise Level Information Technology Expertise (ELITE) contract at the United States Africa Command (USAFRICOM) located in Stuttgart, Germany. This position is required to relocate OCONUS.

Are you interested in continuing your career in Europe in a mission focused environment? CACI has established positions throughout Europe supporting the ELITE program. We are looking for an experienced, innovative and motivated Developer to support the enablement of USAFRICOM’s mission objectives.

In this role you will:

  • Lead the administration, enhancement, and sustainment of the platform supporting the ACJ6 mission.

  • Oversee day‑to‑day O&M operations, ensuring platform reliability, security compliance, and continuous availability.

  • Drive development efforts across multiple modules, delivering new capabilities, integrations, and workflow automations.

  • Serve as a senior technical advisor to government stakeholders, translating mission needs into scalable platform solutions.

  • Guide configuration management, documentation, and governance practices to maintain a secure and auditable environment.

  • Troubleshoot complex technical issues and coordinate with onsite SME teams to ensure rapid resolution.

  • Contribute to long‑term modernization strategies, platform roadmaps, and enterprise architecture alignment.


Responsibilities:

  • Perform advanced administration, configuration, and maintenance of environments, including upgrades, patching, and performance tuning.

  • Develop custom applications, flows, business rules, client scripts, and integrations using approved DoD frameworks and security standards.

  • Manage platform security, including ACLs, roles, data policies, and compliance with DoD cybersecurity requirements.

  • Configure, maintain and optimize ITSM, CMDB, Change Management, SPM, and Service Catalog modules to support mission operations.

  • Lead testing, validation, and deployment activities for new releases and enhancements.

  • Provide expert guidance to junior administrators and support teams, ensuring adherence to best practices and DoD policies.

  • Interface with government customers to gather requirements, propose solutions, and deliver technical briefings.



Qualifications:
Required: 

  • Extensive experience administering and developing within in a federal or DoD enterprise environment.

  • Strong understanding of ITSM/ITIL processes and hands‑on expertise with core modules and integrations.

  • Experience implementing and extending ITOM, Discovery, CMDB modeling, and integration technologies (REST, SOAP, MID Server).

  • Experience with the full suite of the Strategic Portfolio Management module, and ability to configure and manage customizations

  • Advanced knowledge of Business Rules, Client Scripts, Script Includes, UI Actions, Flow Designer, and the Service Portal.

  • Experience with Agile/Scrum methodologies and working in a team environment or as a Technical Lead

  • System Administrator (CSA) certification or higher (e.g., Certified Implementation Specialist‑ITSM, Certified Application Developer).

  • CompTIA Security+ certification

  • BA/BS + 7 or more years recent specialized experience

  • TESA Eligibility

  • Active DoD Secret clearance.


Desired:

  • Familiarity with DoD cybersecurity frameworks, RMF, STIGs, or secure development practices.

  • Experience with migrations from on-premises to cloud environments.

  • Advanced knowledge of the the data model, GlideRecord optimization, and CMDB hierarchy.

  • Strong communication skills and client-facing requirements gathering experience

  • Strong troubleshooting and problem-solving skills under tight timelines

  • Experience with implementations of HRSD or SecOps

  • Knowledge of licensing requirements and management

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$115,600 - 254,200 USD
