A Federal shared services provider delivers payroll for approximately 605,000 Federal employees across more than 150 agencies. To address inefficiencies in fragmented and aging payroll systems, it is implementing a scalable, cloud-based payroll solution that improves automation, data quality, user experience and compliance, with implementation for the full customer base targeted within eighteen months.
This position supports the core implementation call order, which covers discovery and fit-gap analysis, solution design and configuration, data migration, interface development, testing and parallel payroll validation, and cutover through hypercare. In this role you will manage delivery of the assigned scope — data migration, interfaces, and legacy payroll analysis and parallel validation — including schedule, staffing, deliverables, subcontract administration and Government acceptance. Travel up to 25%.
Work is performed remotely from within the United States, with periodic on-site presence as the assignment requires.
Responsibilities:
Manage delivery of the assigned scope, including schedule, resources, risks and dependencies
Establish and maintain scope baselines and manage change control
Manage deliverable preparation, quality review and Government acceptance
Manage subcontract administration, performance reporting and second-tier subcontractors
Manage staffing, onboarding and personnel security processing for the assigned scope
Identify, track and escalate risks and issues through program governance
Support cutover, hypercare and transition to sustainment for the assigned scope
Qualifications:
Required:
- Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance
All work is performed from within the United States and its territories, from a work location approved in advance by the customer
Bachelor's degree and 7 years of relevant experience. Additional experience may be substituted for degree.
7 or more years managing delivery of IT programs, including delivering as a subcontractor within a multi-company team where another company held technical delivery leadership
Experience managing fixed-price or deliverable-based scope, including baselining, change control and formal deliverable acceptance
Federal program delivery experience, including deliverable standards, government acceptance processes and past performance reporting (CPARS)
Experience staffing and ramping a program through federal suitability determination and equipment provisioning constraints
Demonstrated experience holding a scope boundary under commercial pressure and escalating constructively through a governance forum
Desired:
ERP, HCM or payroll implementation delivery, particularly Oracle Fusion Cloud HCM, or federal payroll, federal HR or federal shared services
Managing data conversion and integration workstreams specifically
A system replacement requiring parallel-run validation and a formal go/no-go acceptance decision
Project Management Professional (PMP) certification, or SAFe or other scaled agile delivery certification
