CACI is seeking Mission Application Administrators at the Journeyman, Senior, and Subject Matter Expert (SME) levels for the Global Mission Operations Support (GMOS) contract, supporting the Department of State. This role offers a unique opportunity to enhance national security through advanced IT solutions. You will collaborate with experienced professionals in an innovative environment supporting the modernization, operation, maintenance, and sustainment of mission-critical applications and infrastructure through an integrated IT Service Management approach.

Responsibilities
- Provide, lead, or provide technical and management leadership for technical support and administration of DT/EA/CST IT systems, including web applications, imaging and archiving applications, client-server applications, and cloud-hosted environments, based on assigned level.
- Manage, operate, maintain, and/or provide strategic direction for core application and infrastructure services, including data center services and cloud-based platforms across a globally distributed enterprise.
- Perform application administration and user management activities, including user provisioning and de-provisioning, access requests, account maintenance, and implementation of Role-Based Access Control (RBAC) in accordance with security and operational requirements.
- Develop, implement, and/or establish automated workflows and processes for user access provisioning and de-provisioning to improve efficiency, security, and compliance.
- Monitor application and infrastructure availability and performance, coordinating with enterprise monitoring and operations teams to proactively identify, track, troubleshoot, and resolve issues impacting users and mission-critical applications.
- Develop, maintain, and/or establish technical and functional workarounds, troubleshooting procedures, and triage steps to assist Service Desk personnel in rapidly resolving recurring application issues and reducing resolution times.
- Perform, lead, and/or establish processes for configuring and switching production applications between primary, standby, and Disaster Recovery (DR) environments to support business continuity and operational resilience.
- Support application certification and digital certificate lifecycle management, including obtaining, installing, monitoring, renewing, and removing certificates as required for secure application operations and compliance with Department of State security policies and PKI requirements.
- Manage and maintain application credentials, passwords, and access mechanisms in accordance with organizational security requirements, utilizing Department-approved tools and automation where applicable.
- Perform application health checks, log reviews, performance monitoring, and troubleshooting to identify and resolve potential issues before they affect users or mission operations.
- Develop and implement application performance tuning, capacity planning, and optimization activities to improve system efficiency, availability, and user experience.
- Support application lifecycle management activities, including application upgrades, configuration changes, technology refreshes, modernization efforts, and migration activities.
- Support and/or lead application modernization and cloud migration initiatives involving platforms such as AWS, Azure, and Google Cloud, as applicable to assigned responsibilities.
- Support disaster recovery planning, testing, failover activities, and business continuity operations for mission-critical applications.
- Ensure application configurations and administration activities comply with applicable security policies, access control requirements, certification requirements, and federal security frameworks.
- Support security assessments, vulnerability remediation, configuration reviews, and other activities required to maintain the security and integrity of mission application environments.
- Develop and maintain accurate technical and operational documentation, including application configuration documentation, administration procedures, troubleshooting guides, workarounds, knowledge articles, and operational runbooks.
- Apply technical expertise to troubleshoot and resolve complex application, infrastructure, connectivity, availability, performance, and configuration issues.
- Coordinate with Service Desk, enterprise monitoring, infrastructure, cybersecurity, application development, cloud, and other technical teams to resolve incidents and maintain application availability.
- Support new application and infrastructure projects, deployments, enhancements, and integration activities.
- Mentor and provide technical guidance to junior administrators and application support personnel as appropriate to the assigned level.
- For Senior and SME-level positions, plan and lead major application administration, modernization, availability, and operational initiatives and provide technical direction to application support teams.
- For SME-level positions, establish enterprise application administration strategies, technical standards, operational methodologies, and modernization roadmaps.
- For SME-level positions, serve as a principal technical advisor to senior leadership on application administration, cloud migration, application availability, business continuity, and global mission application operations.
- For SME-level positions, provide technical and management leadership on major assignments, establishing strategic goals and plans while supporting methodology selection, resource allocation, staffing, and project execution.
Qualifications
Journeyman Mission Application Administrator
Required
- Bachelor's degree and 4 years of experience in related fields such as application administration, systems administration, IT operations, application support, or infrastructure management; equivalent combinations of education and experience may be considered.
- Active Secret Clearance.
- Proven experience with application administration, application support, user access management, and Role-Based Access Control (RBAC).
- Demonstrated knowledge of web applications, client-server architectures, cloud-hosted applications, and enterprise infrastructure environments.
- Experience with application monitoring, health checks, log reviews, troubleshooting, and incident resolution.
- Demonstrated knowledge of operating system configuration, security patching, application configuration, and system maintenance.
- Understanding of certificate management, password management, and access control processes.
- Strong troubleshooting, communication, and coordination skills with the ability to work with distributed technical teams and resolve issues impacting enterprise users.

- Prior experience supporting federal agencies, particularly the Department of State.

- Proven experience leading application administration and support in large-scale, geographically distributed environments supporting thousands of users.
- Demonstrated expertise in application lifecycle management, user provisioning and de-provisioning, automated access workflows, and Role-Based Access Control (RBAC).
- Strong knowledge of high-availability architectures, disaster recovery procedures, application failover, and business continuity processes.
- Demonstrated experience with application and infrastructure monitoring, performance management, availability dashboards, and troubleshooting of mission-critical applications.
- Experience with cloud-hosted application environments and enterprise infrastructure services.
- Demonstrated ability to lead application configuration, deployment, upgrade, and modernization activities.
