Job Description Qualifications:

The Boeing Company is looking for a Test & Evaluation Chief Engineer to serve as an Engineer for Systems Test Leadership, Engineering and Operations to join our team in El Segundo, CA. The candidate will be required to lead efforts for the test and evaluation strategy, architecture, execution, resources, and environment to enable program success across all Boeing satellite programs. In addition, the Chief Engineer executes integrated organizational plans, policies and procedures and guides the development of business and technical strategies, goals, objectives. This leader acquires resources for organizational activities, provides technical management of suppliers and leads process improvements. This leader also develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports. This role provides oversight and approval of technical approaches, products and processes. The candidate must be a demonstrated leader in driving program management best practices, in leading talented multi-disciplinary teams, as well as in leading an overall quality-based, safety-based, and integrity-based focus for test and evaluation activities.

This position is primarily 1st shift; however, additional shift work may be required to support program objectives.

Position Responsibilities:

  • Partner with program teammates and BT&E execution teams to meet affordability, safety, and quality goals

  • Lead the strategy / plan for a comprehensive virtual & physical integration and test architecture

  • Lead the strategy / plan for realizing a lean and efficient component qualification test capability

  • Lead successful approach for integration and test across all program efforts:

    • Enable early engagement and test planning with business partners (front door for test)

    • Provide test broker expertise (including benchmarking, cost analysis, and sourcing)

    • Provide modular, multi-purpose, multi-component solutions for critical path testing

    • Provide multi-site, multi-product line integrated processes, capabilities aligned to BT&E Product Test Life Cycle and Lab Excellence

    • Enable common, re-usable qualification and production test methods

    • Drive commonality for FAA-related, DoD-related efforts where possible

    • Lead global access to talent and core competency test and evaluation capability

  • Lead efforts to ensure an integrated, optimized test capital and assets management plans

  • Partner with lab test value stream, flight test value stream, flight operations and engineering capability leaders within BT&E in addition to Boeing program managers, US government leaders, suppliers and customers to execute test programs and meet commitments

  • Accountability of execution throughout the entire BT&E product test life cycle

  • Representative for T&E across all phases of the program beginning with the development of the T&E strategy and test program plan

  • Manage authority for Boeing Satellite T&E programs including: Statement of Work (SOW), EVM, Change Management, risk issues and opportunities (RIO) and related processes as applicable

This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options.  This is at the hiring team’s discretion and could potentially change in the future.

This position requires a current Tier 5 (T5), formerly known as a Single Scope Background Investigation (SSBI) (U.S. Citizenship required) or requires candidate agreed to enter a Continuous Evaluation program.

Basic Qualifications (Required Skills/Experience):

  • Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science

  • 5+ years of experience managing a team

  • Experience leading cross-functional teams

  • Experience leading projects or programs utilizing Earned Value management and RIO management to drive program performance

Preferred Qualifications (Desired Skills/Experience):

  • 10 or more years' related work experience or an equivalent combination of education and experience

  • Experience in Lab Management

  • Experience in Test Management

  • Experience working across multiple programs

  • Experience in a role requiring strategic planning (project/program management)

  • Strong leadership performance managing complex organization

  • Experience working, networking & teaming with government, industry partners & business partners

  • Knowledgeable in Program Management Best Practices, Earned Value Management

Typical Education/Experience: 

Lead (level 5)

Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years' related work experience, Master+12 years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Senior (level 6)

Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 20 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+15 years' related work experience, Master+18 years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.  

Summary pay range for lead: $157,250-$212,750

Summary pay range for senior: $186,150-$251,850
