About this role
Job Purpose/Background:
The COO reports to the Country Head France, Belgium and Luxembourg (FraBeLux). He/she is responsible for coordinating and responding to all internal and external - including regulatory - requests acting as a liaison for matters of importance on behalf of Country Management.
The FraBeLux region covers over 330 employees across 5 offices (2 in Paris, 2 in Luxembourg, 1 in Belgium)
This position drives the establishment and monitoring of management information and key performance indicators (KPIs), oversees management of internal databases, budget, business analyses and local and regional projects. This position requires interaction with senior management and other department heads in the FraBeLux region and globally across business units. The role offers the opportunity to work with senior leadership in a growing and dynamic environment and provides the candidate with a unique view of the functioning of a world-class asset management organization.
This position is a multi-faceted role, which requires a strong work ethic, analytical, organizational and planning skills and sound judgment, professionalism and discretion, given the high level of confidentiality of information and data accessed.
Key responsibilities - Country COO
Strategic and Operational Change Management
- Contribute to the development and execute the Country Plan in partnership with the Country Head and Country Leadership team
- Coordinate with client businesses to execute on their growth strategy in the region
- Contribute to the development and execution of change initiatives related to the legal entities
- Manage other strategic and tactical country level projects and change initiatives as required
- Support EMEA wide initiatives at the country level (talent, cost savings, client experience, sustainability etc.)
Running the business, governance & oversight
- Responsible for implementing and maintaining an effective governance framework for the Country Offices and legal entities
- Oversee key processes and procedures at the Country level and ensure effective controls are in place
- Perform self-check / self-audits at country level (as relevant)
- Partner with L&C to ensure adequate controls and effective governance of locally regulated legal entities
- Oversee adherence to local compliance obligations and ensure that local employees adhere to firm policies
- Oversee expenses for Country Management as well as local people and culture initiatives
- Accountable for tracking of management's and board’s strategic priorities
Culture carrier, promotor of One-BlackRock
- Oversee the proper and consistent functioning of the Country Office liaising with business channels and corporate functions: HR, Legal & Compliance, TES, Finance, RQA, Internal Audit, etc.
- Monitor consistent treatment of employees (e.g. comp, promotions, etc.) across functions and sponsor initiatives acting as a BLK culture carrier
- Maximize consistency (to the extent possible) among business channels in client approach and product requirements
- Maximize consistency (to the extent possible) at EMEA level with other Country Offices
BLK Representative
- BLK local internal representative for client businesses and corporate functions as it relates to the region
- The Country COO may, also act as a BLK representative for regulators, trade associations, clients or other parties in the local ecosystem.
Knowledge/Experience
- Bachelor's degree, a Masters/CFA (Economics / Business Administration) is a plus.
- Experience in financial services, consulting or strategy roles, asset management experience is a plus.
- Ability to build strong and effective networks with local business leaders and members of key functional areas
Skills/Competencies
- Strategic thinking - ability to collaborate with senior management team and drive execution of local strategy plans
- Project management – ability to drive local initiatives with multiple local and regional stakeholders in a structured and well-coordinated manner
- Good connectivity / network in London and across Continental Europe, ability to establish and maintain efficient relationships with partner functions
- Excellent communication and interpersonal skills
- Fluency in English and French
- Strong presentation and technical skills required
- Ability to multitask and work in a fast-paced environment while being able to prioritise
- Strong analytical, organizational and planning skills
- Sound judgment, professionalism and discretion
- Ability to function effectively within a dynamic environment
- Strong financial and business analytical abilities
- Ability to manage a small team, delegate to them and make them grow, help them to be agile and to provide accurate deliveries
- Attention to details / accuracy of deliverables is key given senior exposure
