WIL is seeking a remote Workforce Development Program Manager to lead a workforce program for New York City residents, from outreach and training through job placement.

WIL builds methodology-transparent workforce intelligence, including labor demand signals, occupational and credential pathways, and training-to-employment outcome measures, and works with education, employer, research, and community partners to turn that evidence into grant and sponsored-project collaborations. It supports a competitive grant application WIL is preparing; no award has been made, and there is no guaranteed work or funding. If an award proceeds and the staffing model calls for it, WIL may offer a project-based contract or consulting engagement. We will ask before naming you or including your resume in any proposal.

What you'll do

• Lead program design for outreach, training, and job placement
• Build employer and training-provider partnerships across New York City
• Coordinate with the city's workforce system and community-based organizations
• Plan participant supports that improve completion and retention
• Track enrollment, placement, and wage outcomes
• Contribute qualifications and past-performance narrative to WIL proposals when you authorize naming

Requirements

Required

• Experience leading urban workforce development programs
• Employer partnership and program management experience
• Outcome tracking and reporting experience
• Comfortable as a project-based contract collaborator; remote US

Nice to have

• Experience with New York City workforce programs, the NYC workforce system, or NYC employers
• New York City nonprofit leadership experience
• Sector-based training program experience
• Experience on foundation-funded workforce grants
