Team Intro
We are a progressive procurement organization pushing the boundaries of traditional procurement reputation and methodologies. We are looking for individuals who can think outside the box to achieve company objectives regarding value and partnerships with our suppliers. Our organization moves quickly, and you must too. As a Strategic Sourcing Manager within the TikTok U.S. Data Security Procurement group, you will be responsible for establishing and executing sourcing strategies and plans for our Cyber Defense & Engineering + Information Technology department.

In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.

Responsibilities
-Manage the Cyber Defense & Engineering and Information Technology sourcing portfolio (e.g., cloud software, infrastructure, network security hardware / software, etc.)
- You will focus on driving adoption and efficient use of the source-to-pay process through system optimization and proactive partner outreach along with sourcing management, contract management, and negotiation support where applicable.
- Establish and maintain effective relationships with business units and internal support organizations ,and externally with suppliers.
- Establish Service Level Agreements with internal customers and Key Performance Indicators for the Organization to meet annual objectives and long-term strategies.
- Define processes, develop procurement policies, and contribute to digital transformation initiatives.
- Conduct thorough research and analysis to identify potential Cyber Defense & Engineering and Information Technology vendors that align with the organization's needs and strategic objectives.
- Develop and manage Requests for Proposals, Quotes, and Information.
- Collaborate with legal and procurement teams to develop and negotiate all department vendor contracts, ensuring optimal value and favorable terms, service level agreements (SLAs), and cost structures that align with department objectives
- Prepare all executive summaries and business cases for review and management approval.
- Work closely with finance and procurement teams to establish and manage department spend budgets effectively.
- Benchmark spend, RFP data and return on investment.
- Optimize vendor spending for the department to achieve cost savings without compromising on quality.Minimum Qualifications
- Excellent time management and negotiation skills, a deep understanding of standard Cyber Defense & Engineering and Information Technology trends and emerging technologies, and a proven track record of successful vendor management.
- Bachelor's degree in Business, Cyber Defense & Engineering, Information Technology and / or a related field.
- Proven experience as a Vendor Manager, Cybersecurity and / or IT Procurement Manager, Strategic Sourcing Manager, or a related role within the industry.
- Demonstrated ability to manage multiple vendors and complex contracts simultaneously.
- Willing to travel domestically 2-3 times per quarter as stakeholders are distributed across the country.

Preferred Qualifications
- Knowledge of contract management principles and best practices.
- Familiarity with risk assessment and mitigation strategies in vendor management.
- Strong organizational and time management skills.
