Overview

We are searching for a dynamic and strategic Regional Chief Technology Officer to lead our technology initiatives supporting KSA branch for our multinational insurance company. The ideal candidate will be responsible for driving innovation, overseeing local technology strategies, and ensuring the successful implementation of technological solutions across the Kingdom.

Role Summary

The KSA Chief Technology Officer (KSA CTO) will work closely with the KSA branch business CEO and heads of functions to define the supporting technology strategy and related execution plans to support the build out of a new branch entity and operating model in KSA.

They will directly lead the local technology team supporting the KSA branch business. They will also be accountable for overseeing technology delivery from internal partners within Cigna Group supporting the KSA business.

Responsibilities

  • Technology Strategy: Develop and execute a comprehensive technology strategy aligned with business objectives, ensuring technological advancement and operational efficiency in the insurance sector.

  • Leadership & Team Management: Provide leadership to local technology team, fostering a culture of innovation, collaboration, and excellence. Direct, mentor, and manage the technology professionals across various regions.

  • Solution Implementation: Oversee the implementation of technology solutions, ensuring their alignment with business needs and regulatory requirements in the insurance industry.

  • IT Operations:

    • Oversee the design, implementation and maintenance of IT infrastructure including networks, servers, hardware and software systems, ensuring they provide technological and operational resilience.

    • Oversee the management of key local tech vendors monitoring and measuring delivery performance versus contractual KPI, KRI and SLAs.

    • Partnering with Group Infrastructure team, oversee the local helpdesk and IT service delivery within KSA

  • Partnership & Collaboration:

    • Develop strategic partnerships with the Group Technology function to help foster culture of innovation, focus and quality of the delivery teams

    • Foster strategic partnerships with vendors, startups, and industry experts to bring innovative solutions and technologies to enhance the company’s services and products.

  • Security & Compliance: Ensure robust cybersecurity measures and regulatory compliance across all technology systems and platforms within KSA in adherence with local, regional and enterprise policies, standards and controls

  • Risk Management: Identify and mitigate potential technological risks and challenges that could impact the company’s operations, offering proactive solutions and risk management strategies.

  • Budgeting & Resource Management: Manage technology budgets and resources effectively, optimizing expenditures while driving technological advancements in the region.

Requirements

  • Education: Bachelor’s or Master’s degree in Computer Science, Engineering, Information Technology, or related fields. MBA or advanced business degree is a plus.

  • Experience: Proven experience (15 + years) in technology leadership roles within the insurance or financial services sector, with experience gained in a MultiNational company being an advantage.

  • Leadership Skills: Exceptional leadership, strategic thinking, and decision-making skills. Ability to inspire and lead diverse teams across different locations.

  • Industry Knowledge: Deep understanding of the insurance industry in KSA, technological trends, regulatory requirements, and emerging technologies relevant to the sector. Experience of Health insurance preferred.

  • Communication & Collaboration: Excellent communication and collaboration skills to engage with stakeholders, build relationships, and negotiate contracts with vendors.

  • Problem-Solving Abilities: Strong analytical and problem-solving capabilities to address complex technological challenges and drive innovative solutions.
